西部县域城镇化的问题与出路——四川省资中县个案分析

【摘要】：四川省资中县的个案分析表明,西部县域城镇化存在的主要问题是:县域城镇化水平很低,非农产业的吸拉力不足;县域内城镇化水平差异大,多数建制镇容量过小;地方财政压力巨大,城镇建设资金紧张;交通条件较差,资源流动受限;缺乏统一的城镇化规划,城镇功能定位不清。推进西部县域城镇化的可能出路是:壮大县域经济,加强财源建设;发展非农产业,增强重点城镇的吸拉力;科学规划城镇体系,合理定位城镇功能;改善农村公共服务,促进农村社区建设。
[Abstract]:The case study of Zizhong County in Sichuan Province shows that the main problems of county urbanization in western China are: low level of urbanization in county area, insufficient suction and pulling power of non-agricultural industry, large difference of urbanization level in county area, too small capacity of most of the towns built; Local financial pressure is enormous, capital for urban construction is tight, traffic conditions are poor, resources flow is restricted, lack of unified urbanization planning, and the function of cities and towns is unclear. The possible way to promote urbanization in the western counties is to expand the county economy. We should strengthen the construction of financial resources, develop non-agricultural industries, strengthen the pull of key cities and towns, scientifically plan the urban system and rationally locate the functions of cities and towns, improve rural public services, and promote the construction of rural communities.
