长株潭城市群空间结构与产业布局优化研究

【摘要】：随着国家中部崛起战略的实施、全国“两型”社会综合配套改革试验区的建立，长株潭城市群的发展上升到国家战略层面，长株潭城市群进入一个新的发展阶段。需要紧紧抓住这一次重大的历史机遇，在多年一体化建设的良好基础上，按照科学发展观的要求，优化长株潭城市群的空间结构与产业布局。在城市群空间结构的演化过程中，产业结构调整及产业空间布局始终是城市群空间结构优化的重要动力之一。城市群空间结构的优化重点是依据其经济发展水平、技术、人口、资源和环境等要素，坚持走可持续发展道路，顺应社会发展规律，合理配置区域内各项资源。在经济转型时期，如何合理优化长株潭城市群空间结构与产业布局已成为长株潭城市群可持续发展的关键点，本文从人口、资源、经济发展水平角度，研究长株潭城市群空间结构与产业布局的现状、存在问题及其耦合关系，提出长株潭城市群空间结构与产业布局优化的对策。本文对长株潭城市群空间结构的演化过程展开分析，从城镇空间分布、经济空间分布、人口空间分布三个方面把握长株潭城市群空间结构的发展现状，针对长株潭城市群产业布局的现状与问题展开讨论；构建空间结构模型，选取空间结构关联维数指标测度城市群空间结构特征，结合长株潭城市群的工业园区的分布情况来分析城市群空间结构与产业布局的耦合度，结果表明分型空间结构是长株潭城市群空间结构的基本特征，，最后提出长株潭城市群空间结构与产业布局的优化对策，在合理的优化原则基础上，提出产业整合、加强基础设施综合建设、加强生态建设、建立协调发展机制、重视市场机制等五个方面的优化建议。
[Abstract]:With the implementation of the strategy of the rise of the central part of the country and the establishment of the pilot area of "two-type" social comprehensive reform, the development of Chang-Zhuzhou-Xiangtan urban agglomeration has risen to the level of national strategy. Changsha-Zhuzhou-Xiangtan urban agglomeration has entered a new stage of development. It is necessary to seize this important historical opportunity, on the basis of many years of integration construction, according to the requirements of the scientific development view. The spatial structure and industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration are optimized. The adjustment of industrial structure and the layout of industrial space have always been one of the important driving forces for the optimization of spatial structure of urban agglomeration. The emphasis of optimization of spatial structure of urban agglomeration is based on the factors of economic development level, technology, population, resources and environment, etc. Adhere to the path of sustainable development, conform to the laws of social development, and rationally allocate resources within the region. How to optimize the spatial structure and industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration has become the key point of sustainable development of Chang-Zhuzhou-Xiangtan urban agglomeration. This paper studies the present situation of spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration, and puts forward the countermeasures of optimizing spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration. This paper analyzes the evolution process of spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration, and grasps the present situation of spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration from three aspects: urban spatial distribution, economic spatial distribution and population spatial distribution. This paper discusses the present situation and problems of the industrial layout of Changsha-Zhuzhou-Xiangtan urban agglomeration, constructs the spatial structure model, selects the spatial structure correlation dimension index to measure the spatial structure characteristics of the urban agglomeration. Based on the distribution of industrial parks in Chang-Zhuzhou-Xiangtan urban agglomeration, the paper analyzes the coupling degree between urban agglomeration spatial structure and industrial layout. The results show that the classified spatial structure is the basic feature of the spatial structure of Chang-Zhuzhou-Xiangtan urban agglomeration. Finally, the paper puts forward the optimization countermeasures of the spatial structure and industrial layout of Chang-Zhuzhou-Xiangtan urban agglomeration. On the basis of reasonable optimization principle, the paper puts forward the industrial integration, strengthens the comprehensive construction of infrastructure, strengthens the ecological construction, and establishes the coordinated development mechanism. Attach importance to the market mechanism and other five aspects of optimization proposals.
