【摘要】：改革开放以来,我国的镇化进程加快,小城镇建设也得到很大的发展。贵州作为西南贫困省份,小城镇建设尤为重要。但是由于贵州的地理环境、人文结构、社会经济水平的落后,小城镇的建设不能一味的去模仿发达地区的发展模式和管理模式。因此对小城镇建设中地方政府的角色定位就意义重大。本文主要是以探索贵州小城镇建设中地方政府角色准确定位,以此来促进贵州小城镇的建设和发展。本文通过资料分析、比较研究以及实地调查来解读地方政府在小城镇建设中的角色定位。通过资料分析了贵州小城镇建设历程、发展现状。运用比较分析法把小城镇建设做了一个区域性发展比较。同时又对永安古镇进行实地调研,采集了一些相关资料,为贵州小城镇建设中地方政府角色的定位进行例证分析。本文除绪论部分外用了五个方面来分析研究。一、对贵州小城镇建设的基本概况进行梳理,了解贵州小城镇的建设历史,以及发展过程中的政策导向；再就是给贵州小城镇建设的未来发展制定一个建设性目标展望。二、对小城镇建设中地方政府角色界定,即界定贵州小城镇建设中地方政府的几大角色扮演,即服务者角色、公平与公正角色、社会保障角色、体制规则的创新角色。三、研究贵州小城镇建设中地方政府角色,以永安古镇为例分析地方政府具体角色表现。四、分析地方政府在小城镇建设中可能存在的角色偏差以及偏差原因,为更好地界定地方政府在小城镇建设中的角色打好基础。五、强化地方政府在小城镇建设中的作用及原因,定位好地方政府角色能够更科学合理地发展小城镇建设。研究在于探索,理论在于实践。本文希望能通过对地方政府的角色研究,挖掘出地方政府的潜在作用,让地方政府能够更好的服务于民、贡献于民。同时定位好贵州小城镇建设中地方政府的角色,理清政府职能,使其能更好地建设和发展小城镇。
[Abstract]:Since the reform and opening up, the urbanization process of our country to speed up the construction of small towns, has been greatly developed. As the southwest Guizhou to poorer provinces, the construction of small towns is very important. But because of the geographical environment of Guizhou, cultural structure, social economic level is backward, the construction of small towns in the development mode and management mode blindly go imitate the developed regions. So the role of local government in the construction of small towns is of great significance. This paper is mainly to explore the accurate positioning of the local government of Guizhou in the construction of small towns, so as to promote the construction and development of the small town of Guizhou.
In this paper, through data analysis, the role of comparative study and on-the-spot investigation to the interpretation of the local government in the construction of small towns. Through data analysis of the history of Guizhou, the construction of small towns development. Using the method of comparative analysis to the construction of small towns was compared to a regional development. At the same time of the ancient town of Yongan to conduct field research, collection some relevant information, for the role of local government in the construction of small towns in Guizhou for example analysis.
In addition to the introduction part use five aspects to analyze the research. A basic situation of Guizhou, the construction of small towns to sort out the understanding of Guizhou urban construction history, in the process of development and the policy guidance to the future development of Guizhou; another is the construction of small towns to develop a constructive target prospect. Two, the small urban construction in the role of local government is to define the definition of several major role of Guizhou local government in the construction of small towns play a service role, the role of fairness and justice, social security role, system innovation rules role. Three, study on the local government of Guizhou in the construction of small towns in Yongan town as an example, analysis of local government the role of performance. Four, analysis may exist in the construction of small towns in the role of bias and deviation of local government, to lay the foundation for a better definition of local government role in small town construction Five, strengthening the role and reasons of local government in the construction of small towns, and positioning the role of local government to develop small towns more scientifically and rationally.
The research is to explore the theory, lies in practice. This paper hopes through the research on the role of local government, to dig out the potential role of local government, so that local governments can better serve the people, contributing to the people. At the same time a good location of Guizhou local government in the construction of small towns, to clarify the functions of the government, the construction and development of small town better.
