【摘要】：城镇化是一个自然历史过程，是我国发展必然要遇到的经济社会发展过程。中央在“十二五”发展规划中提出要走新型城镇化之路，给了城镇发展以新的目标和方向。党的十八大和中央经济工作会议更是对新型城镇化发展提出了顶层设计，要求不遗余力地把城镇化的内需动力和后发优势释放出来，成为带动经济发展的“火车头”。应当说，城镇化的成败事关全局，它不仅是实现国家富强的有效引擎，发展现代民主和文明的有效载体，而且还是建设和谐社会、实现社会主义现代化的有效途径。新型城镇化建设，涉及政治、经济、文化等多种因素的影响和制约，其中本质在制度，而又缘起于政府行为，政府行为的价值取向和治理能力将直接影响着城镇的健康发展。在我国，长期政府主导的行为方式已成为经济社会发展的惯性依赖，如何打破这一行为方式，如何优化政府行为，解决好产业发展、制度改革、公共产品供给等一系列问题，是摆在新型城镇化建设前的重要难题。本文正是从这一现实的背景出发，选取政府行为的视角，通过分析以往我国城镇化进程中政府行为的情况，梳理出问题脉络，然后结合当前实际和最新的方针政策，，提出了新型城镇化中的政府工作思路。具体分为五个部分：引论，对选题的背景、意义、国内外研究现状、研究方法和相关概念进行了集中介绍。旨在确定问题，明确思路，把握方向，切中时弊。第一章，对我国城镇化中的政府行为进行了历史考察，针对建国后我国不同历史时期城镇化发展的特点分析了政府行为的变迁，从曲折期的计划经济体制政府行为的计划职能到科学期的现代市场经济体制政府行为的服务职能，可谓是探索艰辛，转变缓慢，日益科学。第二章，对我国新型城镇化中的政府行为进行了现实考察，给出了政府行为的重要目标和效率标准，阐释了当前政府行为面临的五个重要挑战，包括制度困境、资金运转、城镇体系规划、“三农”问题和行政区划，并在此基础上提出了树立市场化思维、确立现代化观念、走城乡一体化之路的政府行为优化思路和破解“政府悖论”构建新型政府打造和谐城镇的要求。这是本文的重点。第三章，根据前文阐述的新型城镇化中政府行为面临的挑战及优化思路，提出了新型城镇化中的政府工作思路：完善相关制度破解城乡二元结构；建立多元可持续的资金保障机制；规划和构建科学城镇体系；加强基本公共服务的供给；加快政府改革，改进管理方式，依法规范职权，建立科学的政绩观。这是本文的难点。结语，展望“十三五”的蓝图，新型城镇化以人为核心进一步推进，如何结合实证阐释新型城镇化中的政府行为并提出符合实际的政府工作思路，仍有很长的路要走。
[Abstract]:Urbanization is a natural historical process and an inevitable process of economic and social development in China. In the 12th Five-Year Plan, the Central Committee proposed to take the road of new urbanization. The party's 18th National Congress and the Central Economic work Conference have even put forward a top-level design for the development of new urbanization, demanding that no effort be spared to release the domestic demand momentum and late-development advantages of urbanization. It should be said that the success or failure of urbanization has a bearing on the overall situation. It is not only an effective engine for the realization of national prosperity and strength and an effective carrier for the development of modern democracy and civilization, but also for building a harmonious society. The effective way to realize socialist modernization. The construction of new urbanization involves the influence and restriction of political, economic, cultural and other factors. The value orientation and governance ability of government behavior will directly affect the healthy development of cities and towns. In our country, the long-term government-led behavior mode has become the inertia dependence of economic and social development, how to break this behavior mode, How to optimize government behavior, solve a series of problems, such as industrial development, system reform, public goods supply and so on, is an important problem before the construction of new urbanization. By analyzing the situation of government behavior in the process of urbanization in our country in the past, this paper combs out the thread of problems, and then, combining with the current practice and the latest policy, puts forward the thinking of government work in the process of new urbanization. It is divided into five parts:. In the introduction, the background, significance, current research situation, research methods and related concepts of the topic are introduced. The purpose of this paper is to determine the problem, clear the train of thought, grasp the direction and deal with the present and the disadvantages. In the first chapter, the author makes a historical investigation on the government behavior in China's urbanization, and analyzes the changes of government behavior in accordance with the characteristics of urbanization development in different historical periods after the founding of the people's Republic of China. From the planning function of the planned economy system to the service function of the modern market economy system, it can be said that it is hard to explore, slow to change, and increasingly scientific. In the second chapter, the author makes a realistic investigation on the government behavior in the new-type urbanization of our country, gives the important goal and efficiency standard of the government behavior, and explains the five important challenges that the current government behavior faces, including the system dilemma, the operation of funds. On the basis of the planning of urban system, the problems of "agriculture, countryside and farmers" and administrative divisions, the author puts forward the idea of establishing market-oriented thinking and establishing the concept of modernization. This paper focuses on the optimization of government behavior and the requirement of constructing a new government to build a harmonious town by taking the road of urban-rural integration. The third chapter, according to the new urbanization in the new government behavior challenges and optimization ideas, put forward the new urbanization in the government work ideas: improve the relevant systems to crack the dual structure of urban and rural areas; It is the difficulty of this paper to establish a pluralistic and sustainable fund guarantee mechanism, to plan and construct a scientific urban system, to strengthen the supply of basic public services, to speed up the government reform, to improve the management mode, to standardize the power and authority according to law, and to establish a scientific view of achievements. In conclusion, looking forward to the blueprint of the 13th Five-Year Plan, the new urbanization is further advanced with people as the core. There is still a long way to go to explain the government behavior in the new urbanization and to put forward the practical government work ideas in combination with the empirical evidence.
