基于股权投资的广西城镇化发展投融资创新研究

【摘要】：中共十八大和十八届三中全会分别提出了城镇化发展方向和完善城镇化发展机制的目标。为配合党中央以城镇化实现增长动力转型、优化经济与社会结构、让改革的成果惠及最广泛的社会大众的战略构想,广西提出在现有43.6%的城镇化水平的基础上,力争以年均增长2%的发展速度,到2015年达到50%的城镇化水平。本文从广西城镇化现状分析入手,深入分析了广西城镇化发展投融资现状、存在问题和制约因素,在借鉴国内外成功经验基础上,提出了广西城镇化发展投融资创新的思路和方向,并在此基础上探讨了广西城镇化发展股权投资的具体措施。研究认为,目前广西城镇化建设的主要资金供给渠道是政府财政和银行信贷,由于面临种种制约因素,导致城镇化发展投融资机制运行不畅,在一定程度上影响到广西城镇化发展进程。要解决目前投资机制运行效率不高的问题,应创新城镇化发展的投融资方式。通过分析,本研究认为,以股权投资机制的创新为城镇化拓展更大的融资领域,是广西城镇化体制创新、实现城镇化发展战略目标的重要手段。要实施广西城镇化发展投融资的创新,建立和完善股权投资机制,应从拓宽融资渠道、建设区域性股权投资中心、加大优惠政策力度、建立完善的退出机制等几个方面采取具体措施。
[Abstract]:The 18th CPC Congress and the third Plenary session of the 18th CPC Central Committee respectively put forward the development direction of urbanization and the goal of perfecting urbanization development mechanism.In order to coordinate with the Party Central Committee's strategic idea of realizing the transformation of the growth motive force by urbanization, optimizing the economic and social structure, and allowing the fruits of the reform to benefit the broadest social masses, Guangxi proposes to build on the existing urbanization level of 43.6%.We strive to achieve an average annual growth rate of 2 percent and to achieve 50 percent urbanization by 2015.Starting with the analysis of the present situation of urbanization in Guangxi, this paper deeply analyzes the present situation, problems and restrictive factors in the development of urbanization in Guangxi, and on the basis of the successful experience at home and abroad,This paper puts forward the idea and direction of investment and financing innovation in the development of urbanization in Guangxi, and on this basis discusses the concrete measures for the development of equity investment in urbanization in Guangxi.The research believes that the main channels of capital supply for the urbanization construction in Guangxi are government finance and bank credit. Because of various constraints, the mechanism of investment and financing in the development of urbanization is not running smoothly.To some extent, it affects the development of urbanization in Guangxi.In order to solve the problem that the investment mechanism is not efficient at present, we should innovate the investment and financing mode of urbanization development.Based on the analysis, this study holds that the innovation of equity investment mechanism is an important means to expand the financing field for urbanization and to realize the strategic goal of urbanization development in Guangxi.In order to carry out the innovation of investment and financing in the development of urbanization in Guangxi and to establish and perfect the mechanism of equity investment, we should broaden the financing channels, build regional equity investment centers, and increase the intensity of preferential policies.To establish a perfect exit mechanism and other aspects to take specific measures.
