昆明市东川区资源枯竭型城市产业转型发展研究

【摘要】：资源枯竭型城市转型发展是人类工业化发展中遇到的一个普遍性问题,资源匮乏、产业转型艰难、社会问题突出、生态破坏严重问题是其典型特点。为解决资源枯竭型城市的发展,中外各国做了很多的努力,取得了一些宝贵的经验,形成了一定得模式。有些城市已经转型成功,国外的城市比如法国洛林、德国鲁尔、日本九州,国内的比如安徽铜陵、湖北大冶、辽宁阜新；有的还正在艰难探索,比如意大利、希腊、西班牙的大部分矿业城市,国内的比如辽宁抚顺、云南个旧。根据一定的认定标准,2008年、2009年、2011年,国家发展改革委会同国土资源部、财政部分三批从全国现有的262个资源型城市中,确定了全国69个资源枯竭型城市,昆明东川区就包括在内。本文在理论与文献分析的基础上,对东川区产业发展的现状及特点进行分析,发现东川区仍是一个典型的工业化城市,产业结构还没有得到根本性的改变,对资源型产业的依赖程度仍然偏高,产业结构亟需调整与升级。东川区要实现全面的产业转型升级,须重视中央政府和地方政府在转型中的领导作用,在提升传统优势产业的同时,努力培育发展新兴的替代产业,建设以“传统优势产业+接续替代产业”的产业格局。并提出保障东川区产业成功转型升级的措施：争取政府在财政、税收、投融资、土地政策方面的支持；完善交通、园区建设等基础设施建设；强化组织建设；加强人才队伍的建设。
[Abstract]:The transformation and development of resource-exhausted cities is a universal problem in the development of human industrialization. It is characterized by the scarcity of resources, the difficulty of industrial transformation, the prominent social problems and the serious ecological destruction.In order to solve the development of resource-exhausted cities, many countries at home and abroad have made a lot of efforts, gained some valuable experience and formed a certain mode.Some cities have been successfully transformed, such as Lorraine, France, Ruhr, Germany, Kyushu in Japan, Tongling in Anhui, Daye in Hubei, Fuxin in Liaoning, while others are still hard to explore, such as Italy and Greece.Most mining cities in Spain, such as Fushun, Liaoning, and Gejiu, Yunnan, are domestic.According to certain standards, in 2008, 2009 and 2011, the National Development and Reform Commission, together with the Ministry of Land and Resources and the Ministry of Finance, identified 69 resource-exhausted cities in three batches from the existing 262 resource-based cities in the country.The Dongchuan District of Kunming is included.On the basis of theoretical and literature analysis, this paper analyzes the present situation and characteristics of the industrial development in Dongchuan District. It is found that Dongchuan District is still a typical industrialized city, and the industrial structure has not been fundamentally changed.The degree of dependence on resource-based industry is still on the high side, and the industrial structure needs to be adjusted and upgraded.In order to realize the overall industrial transformation and upgrading, Dongchuan must attach importance to the leading role of the central government and local governments in the transformation, and strive to foster and develop new and emerging alternative industries while promoting traditional superior industries.Build with "traditional advantage industry continues to replace industry" industrial pattern.And put forward the measures to ensure the successful transformation and upgrading of Dongchuan District industry: strive for government support in finance, taxation, investment and financing, land policy, improve transportation, park construction and other infrastructure construction, strengthen the organizational construction;We will strengthen the building of a contingent of talented people.
