城市化、大城市化与中国地方政府规模的变动

【摘要】：本文旨在研究城市化及其不同路径对地方政府规模的影响。本文证明城市化率、城市密度和人口大城市化率提高对地方政府规模有正向推动作用,且人口大城市化对地方政府规模的影响高于单纯的城市化。产出大城市化率变动对地方政府规模有U型影响。中国大城市化对地方政府规模的影响主要是通过高行政级别城市的膨胀实现的,产出大城市化率对地方政府规模的影响受人口大城市化率的影响。本文用中国1998—2013年省级面板数据对该理论机制进行了验证,实证结果和理论分析高度吻合,且结果是稳健的。在政府推进新型城镇化和简政放权的背景下,本文为中央政府通过优化城市的布局和形态,从而实现对地方政府规模膨胀的控制提供了政策启示。
[Abstract]:The purpose of this paper is to study the impact of urbanization and its different paths on the scale of local government.This paper proves that the urbanization rate, the urban density and the population urbanization rate have a positive effect on the local government scale, and the impact of the population urbanization on the local government scale is higher than that on the simple urbanization.The change of output urbanization rate has U-shaped influence on the scale of local government.The influence of urbanization on the scale of local government in China is mainly realized by the expansion of high administrative level cities, and the influence of the rate of output urbanization on the scale of local government is influenced by the rate of population urbanization.This paper uses the provincial panel data from 1998 to 2013 to verify the theoretical mechanism. The empirical results are in good agreement with the theoretical analysis and the results are robust.Under the background of government promoting new urbanization and decentralization, this paper provides policy inspiration for the central government to control the expansion of local government scale by optimizing the layout and form of the city.
