阳江市食品安全治理中的第三部门作用研究

【摘要】:民以食为天,食品是人类赖以生存和发展的最基本物质条件。随着我国经济的发展、人民生活水平的不断提高,人们对日常饮食品质的关注和要求也越来越高。食品工业已成为国家重要的支柱产业。但近年来,无论是全国,还是在阳江,食品安全事故却频繁发生,不仅威胁了消费者的健康,而且给食品工业持续发展和国家声誉造成了不利影响。这一背景使得食品安全问题的研究显得更加紧迫和更加有意义。 目前为止,国内绝大多数文献从政府和市场管理理论角度对食品安全问题进行了研究和分析,并强调政府和市场机制对食品安全的影响,但研究多数局限与政府和市场,,没有扩展到其他部门和因素。事实证明,当政府和市场在食品安全领域发生双重失灵时,食品安全问题需要由第三方力量来填补。从政策法规的修订上可以看出,政府已经看到这个问题。2009年颁发的《中华人民共和国食品安全法》,明确了政府、食品企业、食品行业协会等第三部门在食品安全监管中的作用和应有地位,但在现实中如何落实也还没有细致的规定。 因此,本文首先尝试厘清食品安全相关概念和理论,从食品安全、食品安全属性进行分析,论证第三部门在食品安全治理中的特殊地位。同时,从食品安全治理的整体框架入手,运用公共管理理论的分析方法,对食品安全管理体制以及存在的问题进行分析,探索第三部门在食品安全治理中作用。在此基础上,结合阳江市实际情况,通过部门资料搜集和案例调研,围绕第三部门在食品安全治理中的作用、存在问题进行研究和探讨,对第三部门在食品安全治理中的治理行为、运行机制、监督制约机制建设等提出建议,积极探讨当前阳江市食品安全治理中第三部门的构建和发展思路。
[Abstract]:Food is the most basic material condition for human survival and development.With the development of economy and the improvement of people's living standard, people pay more and more attention to the quality of daily diet.The food industry has become an important pillar industry of the country.However, in recent years, food safety accidents occur frequently both in China and in Yangjiang, which not only threaten the health of consumers, but also adversely affect the sustainable development of food industry and the reputation of the country.This background makes the research of food safety more urgent and meaningful.Up to now, most domestic literatures have studied and analyzed food safety from the angle of government and market management theory, and emphasized the influence of government and market mechanism on food safety, but most of the studies are limited to government and market.Not extended to other departments and factors.It turns out that when the government and the market fail in the field of food safety, the problem of food safety needs to be filled by a third party.From the revision of policies and regulations, we can see that the government has already seen this problem. The "Food Safety Law of the people's Republic of China" issued in 2009 clearly defines the government and food enterprises.The third department, such as the food industry association, plays an important role in the supervision of food safety, but there are no detailed regulations on how to implement it in reality.Therefore, this paper first attempts to clarify the concept and theory of food safety, from the food safety, food safety attributes to analyze, and demonstrate the third sector in the special position of food safety governance.At the same time, starting from the overall framework of food safety governance, this paper analyzes the food safety management system and existing problems by using the analysis method of public management theory, and explores the role of the third sector in food safety management.On this basis, combined with the actual situation of Yangjiang City, through the collection of departmental data and case study, around the role of the third sector in food safety governance, the existing problems are studied and discussed.This paper puts forward some suggestions on the construction of the third sector in food safety management, such as the management behavior, operation mechanism, supervision and restriction mechanism, and probes into the construction and development ideas of the third sector in the current food safety management in Yangjiang City.
