D公司固定资产投资项目立项流程执行的问题及解决方法

【摘要】:在社会经济发展的新时期,实现经济社会全面协调可持续发展的要求更为突出,为工程咨询业带来了重要机遇,同时提出了更高要求,加快工程咨询业的创新和发展更加紧迫。本文研究的主要意义是解决北京D工程咨询公司固定资产投资项目前期立项业务来源不稳定,项目实施过程中组织混乱,不能及时保质保量完成客户咨询业务的问题。通过对立项流程进行详细分析,准确定位立项各阶段需要完成的任务,建立科学合理的工作流程,为工程咨询公司前期立项业务的发展提供明确的指导方向。 本文通过文献阅读法和案例分析法,从工程咨询公司的角度上,基于项目生命周期的理论,以项目的视觉来研究固定资产投资项目立项流程,实现对固定资产投资项目立项关键因素(业务来源、进度、质量)的管理。这为解决北京D工程咨询公司从事固定资产投资项目立项业务所遇到的一系列问题提供了新的视觉和解决方法。本文以北京D工程咨询公司固定资产投资项目立项流程为研究对象,从流程和项目生命周期的角度上,系统的探讨了北京D工程咨询公司固定资产投资项目立项流程的问题。论文首先对流程、固定资产投资项目立项和项目生命周期等相关理论进行了综述;其次本文从北京D工程咨询公司视角上,对其固定资产投资项目立项流程进行了界定,总结形成了立项流程,包含四个阶段:业务开发阶段、组织阶段、实施阶段和收尾阶段;最后,根据北京D工程咨询公司固定资产投资项目立项流程中的四个阶段,系统的探讨了在这四个阶段的工作内容、存在的问题及解决方案。 在此基础上,本文对北京D工程咨询公司固定资产投资项目立项流程四个阶段的工作内容进行了详细的梳理,分别从业务来源、利益相关者及需求分析、公司组织结构及知识性组织的构建等不同角度探讨了北京D工程咨询公司固定资产投资项目立项流程的执行问题。本文在北京D工程咨询公司固定资产投资项目立项流程中的四个阶段均对其工作流程的执行问题及解决方法进行了研究,主要做了以下的创新性工作:在业务开发阶段,构建了以北京市工程咨询行业协会为平台的固定资产投资项目立项业务招投标模式;在组织阶段,基于合伙模式构建外部项目管理小组;在实施阶段,组建团队结构;在收尾阶段,基于知识性组织构建知识共享平台。 本文希望通过对北京D工程咨询有限公司固定资产立项流程的研究分析,为该公司以及北京市工程咨询行业的整个前期立项业务的发展提供指导和参考;并从侧面反映北京市工程咨询行业协会以及相关政府部门在该行业法律法规的缺陷以及监管力度的不足,希望能对北京市前期立项领域甚至工程咨询行业予以指导、借鉴。
[Abstract]:In the new period of social and economic development, the requirement of realizing the overall coordinated and sustainable development of economy and society is more prominent, which brings important opportunities to the engineering consulting industry. At the same time, it puts forward higher requirements and speeds up the innovation and development of the engineering consulting industry.The main significance of this study is to solve the problems of unstable source of business of fixed asset investment project in Beijing D engineering consulting company, confusion of organization in the process of project implementation, and failure to complete customer consulting business in time, quality and quantity.Through the detailed analysis of the project establishment process, the tasks to be completed in each stage of project establishment are accurately located, and a scientific and reasonable work flow is established, which provides a clear direction for the development of the project establishment business in the early stage of the engineering consulting company.Based on the theory of project life cycle, this paper studies the process of fixed assets investment project from the angle of engineering consulting company and project vision by literature reading method and case analysis method.Realize the management of the key factors (business source, progress, quality) of fixed assets investment project.This provides a new vision and solution for solving a series of problems encountered by Beijing D Engineering Consulting Company engaged in fixed assets investment project establishment business.This paper takes the fixed assets investment project establishment process of Beijing D engineering consulting company as the research object, from the point of view of process and project life cycle, discusses systematically the problem of fixed asset investment project establishment process of Beijing D engineering consulting company.Firstly, the paper summarizes the related theories, such as process, fixed assets investment project establishment and project life cycle. Secondly, this paper defines the fixed asset investment project establishment process from the perspective of Beijing D engineering consulting company.The process includes four stages: business development, organization, implementation and closing. Finally, according to the four stages of fixed asset investment project of Beijing D engineering consulting company,The contents, problems and solutions in these four stages are discussed systematically.On this basis, this paper makes a detailed analysis of the work contents of the four stages of the fixed asset investment project establishment process of Beijing D Engineering Consulting Company, respectively from the business sources, stakeholders and needs analysis.This paper discusses the execution of fixed asset investment project in Beijing D engineering consulting company from different angles, such as organization structure and knowledge organization construction.In the four stages of the fixed asset investment project establishment process of Beijing D Engineering Consulting Company, this paper studies the implementation problems and solutions of its work flow, mainly doing the following innovative work: in the business development stage,This paper constructs the fixed assets investment project bidding mode based on the Beijing Engineering Consulting Industry Association, constructs the external project management group based on the partnership mode in the organization stage, and sets up the team structure in the implementation stage.At the end stage, the knowledge sharing platform is constructed based on the knowledge organization.This paper hopes to provide guidance and reference for the development of Beijing D Engineering Consulting Co., Ltd., through the research and analysis of the fixed assets project establishment process of Beijing D Engineering Consulting Co., Ltd.And from the side reflects the Beijing Engineering Consulting Industry Association and related government departments in the industry laws and regulations of the defects and regulatory deficiencies, hoping to be able to pre-project establishment in Beijing and even the engineering consulting industry to give guidance, reference.
