【摘要】：本文以新公共服务理论、公共选择理论以及无缝隙政府理论为基础，，通过对唐山市乐亭县食品安全监管现状、问题、原因的分析，从乐亭县食品监管的实践出发，对其存在问题的相应解决对策进行归纳和总结，以实现乐亭县食品安全管理的规范性和科学性，有效预防和避免食品安全事件的发生。本文以食品安全政府监管的相关概念和基础理论为研究起点，在对乐亭县的基本概况以及食品安全政府监管工作的基本现状分析的基础上，对乐亭县食品安全政府监管过程中存在的问题、原因等进行了深入的剖析。随后，对以美国、日本和欧盟为代表的西方发达国家以及我国广东省和上海市的食品安全政府监管的成功检验进行介绍，从明晰全责，统一管理、健全食品回溯和召回制度以及健全建立食品安全信息公开机制三方面为乐亭县食品安全政府监管提供了借鉴和参考。本文在国内外食品安全政府监管模式和成功经验的基础上，提出从增强食品安全政府监管理念，完善乐亭县食品安全政府监管体系，健全乐亭县食品安全政府监管机制，构建良好的食品安全政府监管环境等四个方面探索符合乐亭县食品安全政府监管的创新模式。
