深圳市沙井街道出租屋治理模式研究

【摘要】:改革开放以来,市场经济的活力推动着我国城市化进程的加快,也伴随着外来人口在一个城市范围内的大量积聚和不断的流出,流动人口在推动城市经济的快速发展启动了重要的作用,同时,也给城市社会管理带来了一定的问题,流动人口和出租屋管理当前已成为深圳市政府的主要责任之一。外来人口的大量集聚和流动,出租屋已经成为流动人口主要选择的居住场所。由于流动人口和出租屋数量群体的加大,出租屋流动人口相对集中,使得当地政府对流动人口和出租屋管理的部分缺位,当前沙井街道流动人口和出租屋综合管理所在对流动人口管理过程中已经难以适应当前流动人口和出租屋管理的实际需要,为此我们必须在新形势下创新和构建沙井街道流动人口出租屋管理公共服务体系,进一步加强和提高对流动人口和出租屋服务和管理工作,努力提高对出租屋管理的水平和效率。 目前,沙井街道流动人口和出租屋的管理问题已经成为了沙井街道健康有序发展的关键问题。本文通过立足于出租屋管理体制研究,对国内外流动人口出租屋管理相关文献的研究、整理,并对流动人口及出租屋相关概念的分析、界定,,同时结合本人在沙井街道工作的实际,通过针对深圳市沙井街道在流动人口和出租屋管理中存在的相关现状,分析了沙井街道流动人口和出租屋管理现状的问题,然后详细分析了沙井街道流动人口和出租屋管理的关键因素,最后针对这些问题和影响因素,对现有的管理模式进行了优化及提出了相应的保障措施,以及为沙井街道流动人口和出租屋管理提供思路和参考,达到了理论指导实践的目的,希望本文的研究能对沙井街道流动人口和出租屋综合管理所未来的出租屋管理模式有所启迪和帮助。
[Abstract]:Since the reform and opening up, the vitality of the market economy has promoted the acceleration of the urbanization process of our country, and accompanied by the massive accumulation and continuous outflow of the foreign population in the scope of a city.The floating population plays an important role in promoting the rapid development of urban economy. At the same time, it also brings some problems to the urban social management. At present, the floating population and the management of rental housing have become one of the main responsibilities of Shenzhen municipal government.A large number of foreign population agglomeration and mobility, rental housing has become the main choice of the floating population living place.Due to the increase of the floating population and the number of rental housing groups, the floating population of the rental housing is relatively concentrated, resulting in the partial absence of the management of the floating population and the rental housing by the local government.At present, the comprehensive management of floating population and rental housing in the street of manhole has been difficult to adapt to the actual needs of the current floating population and the management of rental housing in the process of managing the floating population.Therefore, we must, under the new situation, innovate and construct the management public service system of floating population rental housing in the streets of manhole, and further strengthen and improve the service and management work for the floating population and rental housing.Strive to improve the management of rental housing level and efficiency.At present, the management of street floating population and rental houses has become the key to the healthy and orderly development of the street.Based on the study of the management system of the rental housing, this paper studies and collates the relevant documents on the management of the floating population rental housing at home and abroad, and analyzes and defines the concepts of the floating population and the rental housing.At the same time, according to the reality of my work in the street of manhole, according to the current situation of the floating population and the management of the rental house in Shenzhen, this paper analyzes the problems of the floating population and the management of the rental house in the street of Shajing.Then the key factors of manhole street floating population and rental housing management are analyzed in detail. Finally, aiming at these problems and influencing factors, the existing management mode is optimized and the corresponding safeguard measures are put forward.And to provide ideas and references for manhole street floating population and the management of rental housing, thus achieving the purpose of theoretical guidance and practice.It is hoped that the research in this paper can enlighten and help the future rental housing management model of the Shijing Street floating population and Rental Housing Comprehensive Management Institute.
