【摘要】：广州市在近几年实施农村城市化发展,尽管取得一定发展成效,但仍然存在一些缺陷,比如都市村庄问题,以假象城市外观建设农村城市化,未实现农村城市化本质。目前主要缺陷如下：第一,资源利用率较低,尚未适应产业链的延伸发展；第二,转入的新居民素养水平与思想观念未能满足发展的需求；第三,与全市的经济发展速率相比,该区域经济发展速度相对较慢；第四,经济转型期实施的政策与产业布局不协调等,上述问题大大制约着广州市的整体经济发展。因而深化改革,转换产业结构,加速发展建设城市化,从而适应珠三角的整体发展格局。本文首先分析广州市农村城市化发展现状,进而剖析广州市农村城市化发展存在问题,主要有城乡和区域发展不平衡；建设资金不足、规划建设用地缺口大；重硬件投资、轻建设管理；农村城市化造成的环境污染等问题。其次,剖析广州市农村城市化发展存在问题的原因：主要有体制机制对广州市城市化的阻碍；部分基层政府对农村城市化的认识不清；统筹发展力度不够,城镇人口承载力不强等原因。在此基础上,提出加快广州城市化发展的对策,主要有大力实施可持续发展战略,加强环境保护；加强政府对城市化的宏观调控、重视市场机制的作用；完善保障体系为城市化建设保驾护航；提高农民收入,平抑城乡收入差距。在当前社会背景下,研究广州市农村的城市化发展,积极分析其存在的缺陷并提出解决方案,从而推动建设城市化,降低城乡之间的差距,全面提高广州农村小康水平,此外对加快发展珠三角农村城市化具有重要的指导借鉴作用。
[Abstract]:In recent years, Guangzhou has implemented the development of rural urbanization. Although it has achieved certain development results, there are still some defects, such as the urban village problem, the construction of rural urbanization under the false appearance of the city, and the failure to realize the essence of rural urbanization. At present, the main defects are as follows: first, the utilization rate of resources is low and has not yet adapted to the extended development of the industrial chain; second, the transferred level of literacy and ideology of new residents cannot meet the needs of development; third, compared with the economic development rate of the whole city, The economic development of the region is relatively slow. Fourthly, the policies implemented in the period of economic transformation are not coordinated with the industrial layout, the above problems greatly restrict the overall economic development of Guangzhou. Therefore, deepening the reform, transforming the industrial structure, accelerating the development and construction of urbanization, so as to adapt to the overall development pattern of the Pearl River Delta. This paper first analyzes the current situation of rural urbanization in Guangzhou, and then analyzes the existing problems in the development of rural urbanization in Guangzhou. The main problems are the imbalance between urban and rural areas and regional development; the shortage of construction funds, the large gap of planning land for construction, and the heavy investment in hardware. Light construction management; environmental pollution caused by urbanization in rural areas. Secondly, it analyzes the causes of the problems in the development of rural urbanization in Guangzhou: the main obstacles to the urbanization of Guangzhou are the institutional mechanism; the understanding of rural urbanization is not clear among some grass-roots governments; the overall development is not strong enough. Urban population bearing capacity is not strong and other reasons. On this basis, the countermeasures to accelerate the development of urbanization in Guangzhou are put forward, which mainly include implementing the strategy of sustainable development, strengthening environmental protection, strengthening the macro-control of urbanization by the government, and attaching importance to the role of market mechanism. Improve the security system to protect the construction of urbanization, increase the income of farmers, reduce the income gap between urban and rural areas. Under the current social background, this paper studies the development of urbanization in rural areas of Guangzhou, analyzes its defects and puts forward solutions, thus promoting the construction of urbanization, reducing the gap between urban and rural areas, and comprehensively improving the level of well-off rural areas in Guangzhou. In addition, to accelerate the development of rural urbanization in the Pearl River Delta has an important guiding role.
