【摘要】：城镇化是拉动经济增长的重要动力,长期以来,在经济增长的驱动下,各地过度追求城镇化“量”的增长,“摊大饼”式地开展城镇化建设,而对于如何推行城镇化,走何种城镇化发展道路,则没有一个科学、清晰的认识。结合国内部分地区城镇化建设的现状,许多学者聚焦于一味强调速度的城镇化发展模式带来的城乡二元结构加重、生态环境恶化、资源过度消耗以及城市基础设施建设出现的巨大浪费等问题,提出了以“质量”为先导的城镇化发展模式,构建了一系列用于衡量城镇化发展质量的指标评价体系,并在实践中不断充实和完善。随着新型城镇化道路的确定及“五位一体”、“四化同步”等城镇化建设要求的提出,衡量城镇化质量的指标和方向也在发生变化。此外,城镇化建设的落脚点在基层,县域层面不仅是城镇化政策的具体实践者,更是相关问题矛盾的集中爆发地。因此,结合县域自身特点和发展实际建立的新型城镇化质量评价指标体系,不仅为县域城镇化的科学发展提供了一种有效的评价工具,而且增强了县域城镇化建设的稳定性和前瞻性,是从操作层面保障和提升县域城镇化发展质量及建设水平的有效手段。但由于县域发展的复杂性和统计体系的不完整,针对县域层面的城镇化质量研究相对滞后。为此,本文以济南市平阴县为研究对象,立足县域发展实际,在梳理了城镇化质量评价相关研究的基础上,结合新型城镇化的新内涵和“五位一体”、“四化同步”的发展要求,选取同城镇化建设相关联的、反映城镇化质量的若干指标,科学分类、组合,构建平阴县新型城镇化质量评价指标体系。进而通过对2002至2011年平阴县相关指标数据的搜集、整理和运算,运用主成分分析法得出平阴县新型城镇化质量指数及各级指标的综合评价指数(一级指标指数和二级指标指数)。据此纵向比较平阴县十年间的城镇化建设质量,从过去、当前和未来三个层面对平阴县城镇化的发展进行回顾、评估和展望,进而明确优势,发现不足,为平阴县进一步提升城镇化质量找准方向和着力点。
[Abstract]:Urbanization is an important driving force for economic growth. For a long time, driven by economic growth, various localities have been excessively pursuing the growth of urbanization "quantity" and "spreading big cake" to carry out urbanization construction, and how to carry out urbanization, What kind of urbanization development road, there is no a scientific, clear understanding. Combined with the present situation of urbanization construction in some parts of China, many scholars have focused on the aggravation of the urban-rural dual structure and the deterioration of the ecological environment brought by the speed urbanization development model. Based on the problems of excessive consumption of resources and huge waste of urban infrastructure construction, this paper puts forward the urbanization development mode guided by "quality", and constructs a series of index evaluation systems to measure the development quality of urbanization. And in practice constantly enrich and improve. With the determination of new urbanization road and the requirement of urbanization construction such as "five in one" and "four modernizations synchronously", the indexes and directions to measure the quality of urbanization are also changing. In addition, the construction of urbanization at the grass-roots level, the county level is not only the specific practice of urbanization policy, but also the concentrated outbreak of related problems. Therefore, the evaluation index system of new urbanization quality, which is based on the characteristics of the county and the development practice, not only provides an effective evaluation tool for the scientific development of the urbanization in the county, but also provides an effective evaluation tool for the scientific development of the urbanization in the county. Moreover, it enhances the stability and foresight of county urbanization construction, and is an effective means to ensure and promote the development quality and construction level of county urbanization from the operational level. However, due to the complexity of county development and incomplete statistical system, the research on urbanization quality at county level lags behind. Therefore, this paper takes Pingyin County of Jinan City as the research object, based on the reality of county development, combs the related research of urbanization quality evaluation, combines the new connotation of new urbanization and "five in one". According to the development requirements of "four modernizations synchronously", the evaluation index system of new urbanization quality in Pingyin County is constructed by selecting some indexes related to urbanization construction and reflecting the quality of urbanization, scientifically classifying and combining. Then, by collecting, sorting and calculating the relevant index data from 2002 to 2011, the new urbanization quality index of Pingyin county and the comprehensive evaluation index of all levels are obtained by using principal component analysis (primary index index and second grade index index). According to the longitudinal comparison of the quality of urbanization construction in Pingyin County in the past, present and future, the development of urbanization in Pingyin County has been reviewed, evaluated and forecasted, and its advantages and shortcomings have been identified. For Pingyin County to further improve the quality of urbanization to find the right direction and focus.
