我国公租房发展的产业支持政策研究

【摘要】:自住房制度改革以来,我国逐步建立了商品房和保障性住房的“双轨制”住房供给模式。但是,长久以来,相较于商品房市场的蓬勃发展,保障性住房供给却稍显迟缓。近几年随着我国经济的高速发展,住房过度商品化的弊端也逐渐暴露出来,表现为全国多地房价高企,价格涨幅远超居民可支配收入的增幅。由于之前保障性住房体系所包含的廉租房、限价房和经济适用房保障对象覆盖范围有限,中低收入阶层的住房需求未得到有效满足,鉴于此,我国提出大力发展可覆盖城镇中等偏下收入群体的公租房。尽管通过加快发展公租房以实现国人居者有其所的目标已是社会共识,但是我国公租房在建设和运营的过程中却面临着包括土地供应、资金筹措和后期管理等一系列的难题亟待破解。因此对实现公租房可持续发展的综合、系统的配套支持政策的研究,有着重要的理论和现实意义。本文重点以近年来国家下发的有关公租房的文件为脉络对我国公租房的发展历程进行阐述,指出我国公租房发展过程中存在的问题,并对我国公租房现行政策进行了概述和评析。在借鉴国内外公租房政策经验的基础上,从产业支持政策的角度,围绕土地供应政策、财政政策、金融政策、建设和运营的相关政策及立法支持五个方面提出推动我国公租房发展的整体的、系统的扶持政策。
[Abstract]:Since the reform of housing system, China has gradually established the "double track" housing supply mode of commercial housing and supportable housing. However, for a long time, compared with the booming development of the commercial housing market, the supply of affordable housing is slightly slow. With the rapid development of our country's economy in recent years, the malpractice of excessive commercialization of housing has been gradually exposed, which is manifested by the high price of housing in many parts of the country, and the increase of price far exceeds the increase of disposable income of residents. Because of the low rent housing included in the previous affordable housing system and the limited coverage of the limited price housing and comfortable housing guarantee objects, the housing needs of the middle and low income groups have not been effectively met. In view of this, China proposes to vigorously develop public rental housing which can cover the middle and lower income groups in cities and towns. Although it is a social consensus to accelerate the development of public rental housing in order to achieve the goal of home ownership in China, the construction and operation of public rental housing in China is faced with land supply. A series of difficult problems, such as fund raising and late management, need to be solved. Therefore, it is of great theoretical and practical significance to study the comprehensive and systematic supporting policies for the sustainable development of public housing. This paper focuses on the development of public rental housing in China in the context of the documents issued by the state in recent years, and points out the problems existing in the development of public rental housing in China. And the current policy of public rental housing in China is summarized and evaluated. On the basis of drawing lessons from the experience of the public rental housing policy at home and abroad, and from the angle of industrial support policy, the paper focuses on the land supply policy, fiscal policy and financial policy. Five aspects of construction and operation related policies and legislative support are proposed to promote the development of public rental housing in China, the overall, systematic support policy.
