劳动力市场分割对农民工就业影响的研究

【摘要】:本文梳理了我国农民工就业现状和存在的问题,结合中国劳动力市场的现实状况,阐述了中国劳动力市场分割的主要表现形式及形成原因,采用计量实证研究方法,建立劳动力市场分割对农民工就业的影响模型,提出了解决我国农民工就业问题的对策。主要研究结果如下:1、阐述了农民工这一群体产生的原因,以及为我国经济发展做出的重要贡献。总体看,农民工工资水平被低估、劳动环境较差、社会保障不健全、享受不到平等的公共服务、身份转换困难等就业和权益保障等方面依旧存在一些问题。2、阐述了我国劳动力市场分割的表现形式主要为城乡分割、行业分割、单位性质分割和地区分割,其实质是制度性分割。户籍管理、产业政策、国有制单位员工终身制和效率低下的问题、地区经济发展水平等因素的综合作用,导致我国劳动力市场城乡、行业、单位和地区分割。3、采用OLS方法、相关系数法、ADF检验、Johansen协整检验和Granger因果检验等方法得到农民工就业模型,进而分析得出,农民工就业数量与劳动力市场城乡分割、行业分割、单位性质分割程度负相关,与劳动力市场地区分割程度不相关;劳动力市场城乡分割、行业分割、单位性质分割联合地对农民工就业数量有显著影响。4、围绕实证结果进一步提出关于解决农民工就业问题的对策:通过降低对农民工就业的身份歧视,推行劳动合同制度,加强劳动用工管理,以及发展非正规就业从而减少劳动力市场单位性质分割程度;通过构建城乡公平有效的劳动力就业市场,加强农民工就业培训,完善农民工工资管理以及推动产业结构调整,发展县域产业扩大农民工就业机会从而减少劳动力市场行业分割程度;通过改革户籍制度,剥离相关利益成分,改革土地制度,提高土地配置效率,完善覆盖城乡的社会保障制度,从而减少劳动力市场城乡分割程度。降低劳动力市场分割程度将有助于农民工就业的增长。
[Abstract]:This paper combs the present employment situation and existing problems of migrant workers in China, and expounds the main manifestations and causes of labor market segmentation in China, and adopts econometric empirical research method. The influence model of labor market segmentation on the employment of migrant workers is established, and the countermeasures to solve the employment problems of migrant workers in China are put forward. The main research results are as follows: 1, expounding the causes of the migrant workers and their important contribution to the economic development of our country. In general, migrant workers' wages are undervalued, their working environment is poor, their social security is not perfect, and they do not enjoy equal public services. There are still some problems in employment and protection of rights and interests, such as difficulties in identity conversion. The paper expounds that the main forms of labor market segmentation in China are urban and rural segmentation, industry division, unit division and regional division. Its essence is institutional division. The combined effects of household registration management, industrial policy, employee tenure and inefficiency of state-owned units, and the level of regional economic development have led to the division of urban and rural areas, industries, units and regions in China's labor market by using the OLS method. The correlation coefficient method is used to obtain the employment model of migrant workers by using the Granger causality test and the Johansen cointegration test, and the results show that the number of migrant workers' employment is negatively related to the division of urban and rural labor market, the division of industry and the division of unit nature. It has nothing to do with the degree of regional division of the labor market; the division of the labor market between urban and rural areas, the division of industries, The unit division has a significant impact on the number of migrant workers' employment. Around the empirical results, the author puts forward some countermeasures to solve the employment problem of migrant workers: to promote the labor contract system by reducing the status discrimination against the employment of migrant workers. Strengthen labor employment management, and develop informal employment so as to reduce the degree of division of the unit nature of the labor market; through the construction of a fair and effective labor market in urban and rural areas, strengthen the employment training of migrant workers, Improve the wage management of migrant workers and promote the adjustment of industrial structure, develop county industries to expand the employment opportunities of migrant workers, thereby reducing the labor market segmentation; through the reform of the household registration system, stripping off the relevant interests, reforming the land system, Improve the efficiency of land allocation, improve the social security system covering urban and rural areas, thereby reducing the labor market urban-rural segmentation. Reducing the segmentation of the labor market will help increase the employment of migrant workers.
