新型城镇化下武汉远城区生态环境评价及发展路径研究

【摘要】:城镇化是一个国家实现经济发展的必经之路,也是21世纪全世界经济发展的主题之一。近年来,基于传统城镇化盲目追求城市扩张、农业转移人口难以融入城市、城镇用地粗放低效、“城市病”突出等问题,以“以人为本、生态宜居、城乡统筹、和谐发展”为特点的新型城镇化成为中国城镇化的新发展方向。武汉市作为中部地区的特大城市,近些年的经济发展极其迅速。2007年,以武汉为核心的武汉城市圈被国务院确定为“两型社会”试点试验区,其生态环境的保护建设被提升到了与经济社会发展同等重要的地位。武汉市新城区是武汉市经济社会发展水平相对较低但发展潜力巨大的城区,将是今后城镇化推进的主要区域,阐释其生态环境现状,明晰其生态环境存在的问题,对指导新区的城镇化建设具有重要意义。 本文在阐述新型城镇化相关概念的基础上,定性论述了武汉黄陂区、新洲区、蔡甸区、东西湖区、江夏区和汉南区的生态环境现状。引入PSR模型,建立了基于压力-状态-响应模型的生态状况评价指标体系,对武汉市6个新城的生态环境压力、状态、响应和综合水平进行了研究,并系统论述了各区生态的生态健康级别,探寻生态化发展路径,以期为武汉市远城区的城镇化建设路线提供指导。 根据研究,本文得出以下结论:(1)从生态环境压力看,压力水平从大到小依次是汉南区、黄陂区、蔡甸区、江夏区、东西湖区、新洲区,其中新洲区的生态压力最小,其他区差异不大;(2)从生态环境状态看,状态由好到差依次是黄陂区、新洲区、江夏区、蔡甸区、汉南区、东西湖区,其中黄陂区的生态环境状态最优,且远高于其他新城,其他区的状态值差异较小,均处在0-0.1之间;(3)从生态环境响应看,各区的相应水平各有高低,依次是新洲区、汉南区、东西湖区、蔡甸区、黄陂区、江夏区,较高的有新洲区和汉南区,响应最低的是江夏区;(4)从生态环境综合水平看,生态环境状况属于很不健康级别的区有东西湖区、江夏区;属于不健康级别的有蔡甸区;属于临界健康级别的有汉南区和新洲区其中,健康水平最高的是黄陂区,属于较健康级别。
[Abstract]:Urbanization is the only way for a country to realize economic development, and it is also one of the themes of economic development in the world in the 21st century. In recent years, due to the blind pursuit of urban expansion by traditional urbanization, the difficulty of integrating the population of agricultural transfer into cities, the extensive and inefficient use of urban land, the prominent "urban disease", and so on, "people-oriented, ecological and livable, urban and rural planning," The new urbanization characterized by harmonious development has become a new direction of urbanization in China. Wuhan, as a mega-city in the central region, has witnessed extremely rapid economic development in recent years. In 2007, Wuhan City Circle, with Wuhan as the core, was designated by the State Council as a pilot pilot area for a "two-oriented society". Its ecological environment protection construction has been promoted to the same important position as economic and social development. The new urban area of Wuhan is a relatively low level of economic and social development, but the development potential is huge, it will be the main area of urbanization in the future, explain the current situation of its ecological environment, clarify the existing problems of its ecological environment. It is of great significance to guide the construction of urbanization in the new area. On the basis of expounding the related concepts of new urbanization, this paper qualitatively discusses the present situation of ecological environment in Huangpi District, Xinzhou District, Caidian District, Dongxihu District, Jiangxia District and Hannan District of Wuhan. Based on the PSR model, the evaluation index system of ecological condition based on pressure-state-response model is established, and the eco-environmental pressure, state, response and comprehensive level of six new cities in Wuhan are studied. The ecological health level of each district is discussed systematically and the ecological development path is explored in order to provide guidance for the urbanization construction in the far urban area of Wuhan. According to the study, the following conclusions can be drawn: (1) from the point of view of ecological environmental pressure, the order of stress level is Hannan, Huangpi, Caidian, Jiangxia, Dongxi Lake, Xinzhou, among which Xinzhou has the lowest ecological pressure. From the point of view of the state of the ecological environment, the order of state from good to bad is Huangpi District, Xinzhou District, Jiangxia District, Caidian District, Hannan District and Dongxi Lake District. Among them, Huangpi District has the best ecological environment, and is far higher than other new cities. Other regions have small differences in state values, all between 0 and 0.1.) from the ecological environment response, the corresponding levels in each district are high or low, followed by Xinzhou, Hannan, Dongxihu, Caidian, Huangpi, Jiangxia, and so on, in the order of which is Xinzhou, Hannan, Dongxihu, Caidian, Huangpi, and Jiangxia. Xinzhou District and Hannan District have higher level, and the lowest response is Jiangxia District (No. 4) from the comprehensive level of ecological environment, the areas with very unhealthy ecological environment status are Dongxi Lake region, Jiangxia District, Caidian District, and Caidian District, which belong to unhealthy level. Hannan District and Xinzhou District belong to the critical level of health, the highest level of health is Huangpi District, belong to the health level.
