【摘要】：城乡一体化是指以城市为中心、小城镇为纽带、乡村为基础，城乡依托、互利互惠、相互促进、协调发展、共同繁荣的新型城乡关系。城乡一体化发展的目的是构筑新型城乡关系，而此种城乡关系的实质为：城乡之间融合与共生。县域是我国具有完整行政功能的基本单元，是我国整个经济社会的基础，也是实现城乡一体化的关键环节。推进县域城乡一体化发展，可以吸纳大量的农村劳动力，有利于缓解大城市的经济社会压力；可以激活新的经济增长点，有利于扩大内需；可以统筹安排城乡社会资金的投入，使城乡居民在农村教育、文化、科技、卫生等方面享受到更平等的待遇，有利于维护社会稳定和进步；可以推进工业的聚集和农村排污等环保基础设施的配套，，有利于生态环境的有效保护。现阶段，我国县域城乡一体化建设存在城乡统筹发展规划重视不够、公共产品供给不匀、人居环境恶化、乡村文化失落等问题。究其根源，主要在于现阶段县域城乡一体化发展中存在着历史、思想、制度三方面的原因。解决问题的主要途径在于推进“四个一体化”：城乡规划的一体化，即把县域内城镇和村庄的交通、产业、用地等方面规划整合起来，统一布局；城乡公共服务的一体化，即在县域内提供文化教育、医疗卫生、劳动就业等方面的一体化服务；城乡管理体制的一体化，即在县域内实行更可行、更科学的户籍、金融、土地等管理制度；城乡生态保护一体化，即在县域内成立相关环保机构，并均衡配置环保资金、环卫设施、环保人员等资源。
[Abstract]:Urban-rural integration refers to a new type of urban-rural relationship, which is city-centered, small-town as the link, rural as the basis, urban-rural support, mutual benefit, mutual promotion, coordinated development and common prosperity. The purpose of urban-rural integration development is to construct a new type of urban-rural relationship, and the essence of this kind of urban-rural relationship is: integration and symbiosis between urban and rural areas. County is the basic unit with complete administrative function in our country, the foundation of the whole economy and society of our country, and the key link to realize the integration of urban and rural areas. To promote the development of urban-rural integration at the county level, we can absorb a large number of rural labor force, which is conducive to alleviating the economic and social pressure in big cities, can activate new economic growth points and help to expand domestic demand, and can arrange the investment of urban and rural social funds as a whole. To enable urban and rural residents to enjoy more equal treatment in rural education, culture, science and technology, and health, which is conducive to maintaining social stability and progress, and can promote industrial agglomeration and supporting environmental protection infrastructure such as rural sewage, It is beneficial to the effective protection of the ecological environment. At present, there are some problems in the construction of urban-rural integration in our country, such as insufficient attention to the overall development planning of urban and rural areas, uneven supply of public goods, deterioration of human settlement environment, loss of rural culture, and so on. The main reason lies in the historical, ideological and institutional reasons in the development of urban-rural integration. The main way to solve the problem lies in promoting the "four integration": the integration of urban and rural planning, that is, the integration of transportation, industry and land use in towns and villages within county territory, the integration of urban and rural public services, the integration of urban and rural public services, The integration of urban and rural management system is to implement more feasible and scientific management system of household registration, finance, land, and so on in the county area, which is to provide integrated services of culture, education, medical treatment, labor and employment in the county area, and implement more feasible and scientific management system of household registration, finance, land and so on in the county area. The integration of urban and rural ecological protection refers to the establishment of relevant environmental protection institutions in the county and the balanced allocation of resources such as environmental protection funds sanitation facilities and environmental protection personnel.
