顺德区外来务工人员公租房需求及对策研究

【摘要】：随着经济社会的不断发展，中国工业化、城市化进程迅速提高，数以亿计的农村劳动力已经流动到城市和经济较发达地区就业，成为当地的“外来务工人员”。但这些流动人口的住房需求远未能得到满足，愈益突出而成为广受关注的社会问题。改革现行住房政策，将外来务工人员住房需求纳入政策的专门考虑，创新对他们的住房供给类型和形式，应是解决外来务工人员住房困难的一个基本途径。改善外来务工人员住房现状的核心就是加快公共租赁房的建设和供给。顺德区是珠三角工业聚集地之一，外来务工人员密集，其外来务工人员的住房问题典型而且突出。这一问题的合理解决，不仅直接有利于工业化、城市化的发展，而且有助于社会稳定，，改善并彰显社会公平。本文将首先比较全面地介绍我国外来务工人员住房保障的背景和发展历程，系统地回顾并分析国内外来务工人员住房保障现状以及取得的成效的基础上，明确研究的理论框架和分析方法。介绍了顺德区建设外来务工人员公租房的情况。随后，将具体地描述顺德区外来务工人员住房现状和公租房需求，拟设定关于外来务工人员住房现状评估指标以及其公租房需求调查问卷，提供问卷调查结果。再后，着重对调查结果进行分析。最后，介绍并借鉴国内外解决外来务工人员住房问题的典型经验，针对顺德区外来务工人员住房问题，着重从开发建设公共租赁房方面提出建议。
[Abstract]:With the development of economy and society, the industrialization of China and the rapid development of urbanization, hundreds of millions of rural labors have moved to cities and economically developed areas to obtain employment and become local "migrant workers". However, the housing demand of these floating population is far from being satisfied, and it has become a social problem which attracts more and more attention. Reforming the current housing policy, incorporating the housing demand of migrant workers into the special consideration of the policy, and innovating the types and forms of housing supply to them should be a basic way to solve the housing difficulties of migrant workers. The core of improving the housing status of migrant workers is to accelerate the construction and supply of public rental housing. Shunde District is one of the industrial gathering places in the Pearl River Delta. The reasonable solution of this problem is not only beneficial to the development of industrialization and urbanization, but also helpful to social stability and social equity. Firstly, this paper will introduce the background and development of the housing security of migrant workers in China, and systematically review and analyze the current situation of housing security of migrant workers in China and the results achieved, on the basis of a systematic review and analysis of the current situation of the housing security of migrant workers in China. Clarify the theoretical framework and analytical methods of the study. This paper introduces the construction of public rental housing for migrant workers in Shunde District. Then, it will describe the housing status and public rental demand of migrant workers in Shunde District, and set up the evaluation index of the housing status of migrant workers and its public rental housing demand questionnaire, and provide the results of the questionnaire. After that, focus on the analysis of the results of the investigation. Finally, this paper introduces and draws lessons from the typical experience of solving the housing problems of migrant workers at home and abroad, and puts forward some suggestions on the development and construction of public rental housing for migrant workers in Shunde district.
