【摘要】：党的十六届五中全会提出了“生产发展,生活宽裕,乡风文明,村容整洁,管理民主”的社会主义新农村的建设目标,十八大报告提到推动城乡发展一体化,加大统筹城乡发展力度,增强农村发展活力,在投资需求方面,加快推进中小城市、小城镇和社会主义新农村建设,特别是加强农村基础设施建设,加大农村教育、交通、电力和农田水利等基础建设投入,逐步缩小城乡差距,促进城乡共同繁荣,为我们绘就了社会主义新农村的宏伟蓝图,强调了农村建设的重要性和迫切性。村庄改造是社会主义新农村建设的一项重要内容,通过村庄改造,改变村容村貌、改善农村环境基础设施、优化农村产业结构,提升生活质量,确保农民在优美的环境下安居乐业,实现村容整洁、基础齐全、生活稳定的新农村目标。本文通过对奉贤区青村镇元通村村庄改造前期成果展开调研,分析了村庄改造的必要性和可行性,着重结合青村镇元通村村庄改造过程中的主要经验做法及改造中存在的不足进行分析,主要包括村庄改造过程中前期准备工作的充分确保了村庄改造的前提,村庄改造过程中村干部的带头作用及农民的积极参与是村庄改造得以顺利推进的关键。但在改造中也存在的不足,就是村庄改造缺乏合理长远的产业布局、缺乏配套设施及如何改造后缺乏长效的管理机制等问题提出了自己的建议,如在村庄改造应结合本村实际,科学研究、合理布局,顺势而行,一次规划,分步实施,围绕地区优势,制定合理的产业结构,为提高农民收入,增加村级集体收益拓宽渠道,同时为今后进一步推动村庄改造及实施小城镇试点村工作作准备。
[Abstract]:The Fifth Plenary session of the 16th Central Committee of the CPC put forward the goal of building a new socialist countryside with "productive development, comfortable living, civilized style of the countryside, clean and tidy villages, and democratic management." the report of the 18th CPC National Congress mentioned promoting the integration of urban and rural development. We will step up efforts to coordinate urban and rural development, enhance the vitality of rural development, and speed up the construction of small and medium-sized cities, small towns and new socialist rural areas in terms of investment needs, especially in strengthening rural infrastructure construction, increasing rural education and transportation, The investment in basic construction, such as electric power and irrigation and water conservancy, has gradually narrowed the gap between urban and rural areas, promoted the common prosperity of urban and rural areas, drawn a grand blueprint for us of a new socialist countryside, and emphasized the importance and urgency of rural construction. The reconstruction of villages is an important part of the construction of new socialist countryside. Through the transformation of villages, we can change the appearance of villages, improve the rural environmental infrastructure, optimize the rural industrial structure, and improve the quality of life. To ensure that farmers live and work in a beautiful environment and realize the new rural goal of neatness, complete foundation and stable life. This paper analyzes the necessity and feasibility of village reconstruction by investigating the early achievements of village reconstruction in Qingcun Town, Fengxian District. Focusing on the analysis of the main experience and practice in the process of village reconstruction in Yuantong Village of Qingcun Town and the shortcomings existing in the process of reconstruction, it mainly includes that the preparatory work in the early stage of village reconstruction fully ensures the premise of village reconstruction. In the process of village reconstruction, the leading role of village cadres and the active participation of peasants are the key to the smooth advancement of village reconstruction. However, there are also shortcomings in the reconstruction, such as the lack of a reasonable long-term industrial layout, the lack of supporting facilities and the lack of a long-term management mechanism after the transformation. For example, the village reconstruction should be combined with the actual situation of the village. Scientific research, rational distribution, homeopathy, one-off planning, step-by-step implementation, formulation of a reasonable industrial structure around regional advantages, broadening channels for raising farmers' income and increasing collective income at the village level, At the same time for the further promotion of village reconstruction and implementation of small towns pilot village work preparation.
