商洛市城镇化发展研究

【摘要】：中共中央、国务院印发的《国家新型城镇化规划(2014-2020)》提出，到2020年努力实现1亿左右农业转移人口和其他常住人口在城镇落户。在全国加快推进城镇化的进程中如何加速商洛市城镇化发展，成为急需研究的课题。为了破解这一难题，必须从国内外城镇化发展经验、陕西省情、商洛市情出发，进一步深入研究商洛市城镇化发展规律，，为积极稳妥推进商洛市城镇化健康发展，提供理论帮助。本文从商洛市和城镇化的概念入手，运用了规范分析、实证分析相结合的方法，深刻阐述了商洛市城镇化的发展优势、目标和基本态势，全面总结了商洛市城镇化发展中存在的城镇化太缓慢、发展处于低水平，资金投入过少、跟不上发展需求，城镇规模偏小、辐射带动作用弱，规划工作滞后、建设随意性太强，城乡发展不均、二元结构很明显，管理方式落后、制度体系待完善，环境制约凸显、限制了城镇拓展等七个方面的主要问题，深度分析了商洛市城镇化发展存在问题上有认识上有差距、观念上有障碍，缺乏产业支撑、经济发展落后，制度不够健全、辐射作用不强，缺乏科学规划、建设过于盲目等四个方面的原因，并在借鉴美国、日本等发达国家和中国城镇化发展实践经验的基础上，就加快商洛市城镇化发展提出了完善优化城镇建设规划，提高城镇持续发展能力，有序推进农业人口市民化，全面提升农业发展水平，强力实施移民搬迁和保障房建设，加快形成城镇化发展的长效机制等六大对策，为商洛市城镇化的下一步发展指出了明确的方向。
[Abstract]:The "National New urbanization Plan 2014-2020", issued by the CPC Central Committee and the State Council, proposes to make efforts to achieve about 100 million people of agricultural transfer and other permanent residents in cities and towns by 2020. How to accelerate the development of Shangluo urbanization in the process of speeding up urbanization has become an urgent research topic. In order to solve this problem, we must proceed from the experience of urbanization development at home and abroad, the situation of Shaanxi Province and Shangluo City, and further study the development law of urbanization in Shangluo City, so as to actively and steadily promote the healthy development of urbanization in Shangluo City. Provide theoretical help. This paper starts with the concept of Shangluo City and urbanization, using the methods of normative analysis and empirical analysis, deeply expounds the development advantages, objectives and basic situation of urbanization in Shangluo City. Summing up the urbanization in Shangluo city is too slow, the development is at a low level, the capital investment is too little, it can not keep up with the development demand, the scale of the town is small, the radiation driving effect is weak, the planning work is lagging behind, and the construction is too arbitrary. The uneven development of urban and rural areas, the obvious dual structure, the backward management style, the need to improve the system, the prominent environmental constraints, and so on, have restricted the development of cities and towns. This paper deeply analyzes the problems existing in the development of urbanization in Shangluo City, such as gaps in understanding, obstacles in concept, lack of industrial support, backward economic development, inadequate system, weak radiation function, and lack of scientific planning. On the basis of drawing lessons from the practical experience of the developed countries such as the United States, Japan, and China, and on the basis of the four reasons that the construction is too blind, this paper puts forward a perfect and optimized urban construction plan for accelerating the development of urbanization in Shangluo. To improve the ability of sustainable development of cities and towns, to promote the urbanization of the agricultural population in an orderly manner, to comprehensively raise the level of agricultural development, to vigorously implement the relocation of immigrants and the construction of indemnificatory apartment, and to accelerate the formation of a long-term mechanism for the development of urbanization. For the further development of urbanization in Shangluo City pointed out a clear direction.
