【摘要】：通过对以人为本的理论研究,从以人为本的视阈,分析以人为本对我国城镇化建设的内在要求,审视和分析我国城镇化进程中出现的主要问题和深层次原因,在此基础上提出促进城镇化健康发展的实现机制和政策措施。全文共四章。第一章为引言,主要交代了论文的研究背景、国内外研究现状、意义、研究思路和方法、重点难点及主要创新点。第二章主要从中国传统文化、西方文化和马克思主义的发展逻辑中厘清以人为本的发展脉络,将以人为本的思路渊源归结为中国传统文化的民本思想、西方文化的人本思想和马克思主义人学思想,并通过对以人为本的全面理解和城镇化本质的深刻认识,深入分析了以人为本对城镇化的内在要求。以人为本对城镇化的内在要求主要表现在四个方面：公平共享,包容发展；四化同步,就业优先；科学布局,协调有序；绿色发展,集约高效。第三章主要从以人为本的视阈分析了我国城镇化进程中的主要问题,并将导致城镇化问题的深层次原因归结为以人为本的缺失,具体包括发展战略的以人为本的缺失、城乡制度安排的以人为本的缺失、城市规划的以人为本的缺失、城市公共政策的以人为本的缺失和城市管理的以人为本的缺失。第四章从以人为本的视阈深入分析了长期困扰我国城镇化健康发展的实现机制,认为推进以人为本的城镇化建设需要构建四大机制,即速度、水平与质量协调机制,工业化、信息化、农业现代化与城镇化同步发展机制,城乡统筹发展机制,生态文明与城镇化融入机制。针对产生城镇化问题的深层次原因,提出推进以人为本的城镇化建设的五大保障措施,即转变发展战略,完善城市功能；变革城乡二元制度,促进农民工市民化；优化城市规划,强化顶层设计；科学制定公共政策,促进公平正义；转变城市管理,优先满足人的需求。
[Abstract]:Through the theoretical research of people-oriented, from the perspective of people-oriented, this paper analyzes the inherent requirements of human-oriented urbanization construction in China, examines and analyzes the main problems and deep-seated reasons in the process of urbanization in China. On this basis, the realization mechanism and policy measures to promote the healthy development of urbanization are put forward. There are four chapters in this paper. The first chapter is the introduction, which mainly describes the research background, research status, significance, research ideas and methods, key difficulties and major innovation points at home and abroad. The second chapter clarifies the development thread of people-oriented from the development logic of Chinese traditional culture, western culture and Marxism, and ascribes the origin of people-oriented thinking to the people-oriented thought of Chinese traditional culture. The humanism thought of western culture and Marxist humanism thought, and through the comprehensive understanding of people-oriented and the deep understanding of the essence of urbanization, this paper deeply analyzes the inherent requirements of people-oriented to urbanization. The inherent requirements of people-oriented urbanization are mainly manifested in four aspects: fair sharing, inclusive development, synchronization of the four modernizations, employment priority, scientific layout, coordination and order, green development, intensive and efficient. The third chapter mainly analyzes the main problems in the process of urbanization in China from the point of view of people-oriented, and the deep reasons leading to urbanization are attributed to the lack of people-oriented, including the lack of people-oriented development strategy. The deficiency of urban and rural institutional arrangement is people-oriented, urban planning is people-oriented, urban public policy is people-oriented and urban management is people-oriented. The fourth chapter deeply analyzes the realization mechanism of urbanization healthy development in China from the perspective of people-oriented, and points out that it is necessary to construct four mechanisms, that is, speed, level and quality coordination mechanism, industrialization to promote the construction of people-oriented urbanization. Informatization, agricultural modernization and urbanization development mechanism, urban and rural overall development mechanism, ecological civilization and urbanization integration mechanism. In view of the deep reasons for the urbanization problem, the paper puts forward five safeguard measures to promote the construction of urbanization based on human being, that is, to change the development strategy, to perfect the urban function, to reform the dual system of urban and rural areas, and to promote the urbanization of migrant workers. Optimize urban planning, strengthen top-level design; scientifically formulate public policies to promote fairness and justice; transform urban management to meet people's needs first.
