【摘要】：在中国工业化、城市化发展的初期，由于国情的特殊性，我国一直实行着向城市和工业倾斜的宏观经济政策，造成中国的城乡二元结构，城乡差距不断拉大。城乡二元结构及发展失衡成为困扰我国农村及整个国家经济社会发展的重大问题。党的十六大提出了在科学发展观指导下通过城乡统筹发展来消除城乡二元结构并以此解决“三农”思路。党的十八大更是强调了加快实现城乡一体化，对全党来说，最重要的使其就是解决好“三农”问题，而要解决这个问题，必须要实现城乡一体化，实现城乡发展的统筹工作为消除城乡二元结构提供了破解之路。 2008年，西安市确定高陵县为城乡统筹发展的试点县，2009年，陕西省委省政府确定高陵为城乡统筹示范区改革试点县。自此，高陵县坚持城乡共同富裕的原则，以城乡互补、协调发展为目标，坚持以城带乡、以乡促农，在农村产权制度改革、农村新型社区建设、创立现代金融制度、户籍改革、社会养老保险制度、发展现代都市农业方面探索出了一条城乡统筹发展的新路径。本文在综述国内外研究动态及城乡统筹发展国内外相关理论的基础上，归纳总结出城乡统筹发展的脉络、内涵和发展目标，分析了高陵县城乡统筹发展现状及其经验，，采用SWOT分析法，分析高陵县城乡统筹发展所面临的优势、劣势、机会、威胁等几个方面，指出了高陵县城乡统筹发展的方向，提出了高陵县城乡统筹发展目标、战略重点和具体对策。研究提出的高陵县需要采取坚持科学定位、规划为先，坚持产业为基、壮大经济，坚持利民惠民、农民为本，坚持园区带动、项目支撑，坚持突出特色、错位发展，坚持双向流动、市场配置来促进城乡统筹发展的思路，对破解高陵县城乡统筹发展瓶颈及促进其他地区城乡统筹发展具有现实意义。
[Abstract]:In the early stage of China's industrialization and urbanization development, because of the particularity of the national conditions, China has been carrying out a macroeconomic policy inclined to cities and industries, resulting in the dual structure of urban and rural areas in China and the widening gap between urban and rural areas. The dual structure of urban and rural areas and the imbalance of development have become a major problem in the economic and social development of China's rural areas and the whole country. Under the guidance of the scientific development view, the 16th National Congress of the Communist Party of China put forward the idea of eliminating the dual structure of urban and rural areas through the overall development of urban and rural areas and thus solving the "three rural areas". The 18th National Congress of the Party has even emphasized speeding up the realization of urban and rural integration. For the whole party, the most important thing to do is to solve the problem of "agriculture, countryside and farmers". To solve this problem, we must realize the integration of urban and rural areas. The overall planning of urban and rural development provides a way to eliminate the dual structure of urban and rural areas. In 2008, Xi'an determined Gaoling County as the pilot county for the overall development of urban and rural areas, and in 2009, the Shaanxi Provincial Committee and the provincial government confirmed Gaoling as the pilot county of urban and rural overall planning and demonstration area reform. Since then, Gaoling County has adhered to the principle of common prosperity between urban and rural areas, with the goal of complementing urban and rural areas and coordinated development, insisted on taking cities and townships to promote agriculture, on the reform of the system of property rights in rural areas, on the construction of new rural communities, on the creation of a modern financial system, and on the reform of household registration. The social endowment insurance system and the development of modern urban agriculture have explored a new way for the overall development of urban and rural areas. On the basis of summarizing the domestic and international research trends and related theories of urban and rural overall development, this paper sums up the context, connotation and development goal of urban and rural overall development, and analyzes the present situation and experience of the overall development of urban and rural areas in Gaoling County. By using SWOT analysis method, this paper analyzes the advantages, disadvantages, opportunities and threats faced by the overall development of urban and rural areas in Gaoling County, points out the direction of the overall development of urban and rural areas in Gaoling County, and puts forward the goal of the overall development of urban and rural areas in Gaoling County. Strategic focus and specific countermeasures. Gaoling County proposed by the study should adhere to scientific orientation, plan first, industry as the basis, strengthen economy, benefit the people, benefit farmers, adhere to the drive of the park, support the project, stick to outstanding characteristics, and stagger development. The idea of bidirectional flow and market allocation to promote the overall development of urban and rural areas is of practical significance in solving the bottleneck of overall urban-rural development in Gaoling County and promoting the overall development of urban and rural areas in other areas.
