江安县新村建设与新型城镇化整合的对策研究

【摘要】：当前,我国已进入全面建成小康社会的决定性阶段,正处于经济转型升级、加快推进社会主义现代化的重要时期,也处于全面深化改革的关键时期,我国的“三农”问题依然较为突出,城乡二元矛盾依然存在,城镇化进程中的“城市病”、“农村病”问题也日益突显。因此,建设社会主义新农村依然是我国当前的一项重大任务,新型城镇化的推进则需要更多的关注农村的城镇化进程。新农村建设与新型城镇化这两项新世纪提出的重大战略措施需要紧密结合起来,协调发展,共同推进农村的发展。新村建设是新农村建设的一项重要内容,与新型城镇化也关系密切,所以以新村建设作为新农村建设和新型城镇化的纽带,以新村建设推进新型城镇化的发展,对解决“三农”问题,推动农村的城镇化发展具有重要的意义。江安县是四川省68个丘区县之一。近年来,江安县的经济社会的发展取得了巨大的进步,进入了追赶型、跨越式发展的新时期。在继续推进新农村建设和新型城镇化的大背景下,如何将新农村建设和新型城镇化紧密结合,实现农民的就地就近城镇化,实现城乡的统筹发展,实现合理的村镇体系的构建等成为了亟待解决的问题。本文从新农村建设与新型城镇化的交叉点——新村建设,提出新村建设与新型城镇化整合的对策,对江安县经济社会的新发展具有十分重要的意义。本文首先从新农村建设、新村建设、新型城镇化的涵义、内容及实践发展过程出发,对新农村建设、新村建设、新型城镇化的关系进行理论分析,得出三者之间的关系。然后通过对江安县经济发展、新农村建设、新村建设、新型城镇化发展的过程和现状的分析得出江安县新村建设和新型城镇化整合的必要性以及面临的问题。随后,提出江安县新村建设和新型城镇化整合的思路和对策建议。研究表明：(1)新农村建设和新型城镇化有密切的联系,既有相互衔接处又有交叉点,二者相辅相成、双向同步。(2)新村建设既是新农村建设的重要内容又是新型城镇化的重要组成,是新农村建设和新型城镇化的交叉点。(3)在正确认识三者关系的前提下,合理推进新村建设必将既有利于新农村建设的目标的实现,又有利于新型城镇化的发展,同时又能极大的促进新农村建设和新型城镇化的紧密集合,发挥出二者紧密结合带来的互动互促、相得益彰的效果。(4)新村建设与新型城镇化进行整合的实质就是将新村建设作为新型城镇化的战略基点,统筹城乡发展的结合点,推进城乡一体化的切入点。提出以下对策建议：(1)进一步统筹规划和统一建设；(2)构建新型村镇体系；(3)增强产业的支撑作用和协调发展；(4)创新投融资机制,保障建设资金投入；(5)创新土地流转机制,提高城乡土地利用效率；(6)加强新村和城镇衔接和配合。
[Abstract]:At present, our country has entered the decisive stage of building a well-off society in an all-round way, is in an important period of economic transformation and upgrading, speeding up the promotion of socialist modernization, and is also in the crucial period of comprehensively deepening the reform. The problem of "agriculture, countryside and farmers" in our country is still prominent, the dual contradiction between urban and rural areas still exists, and the problems of "urban disease" and "rural disease" in the process of urbanization are becoming more and more prominent. Therefore, building a new socialist countryside is still a major task in China, and the advancement of new urbanization needs more attention to the process of rural urbanization. New rural construction and new urbanization, two important strategic measures proposed in the new century, need to be closely combined, coordinated development, and jointly promote the development of rural areas. The construction of new villages is an important part of the construction of new rural areas and is closely related to new urbanization. Therefore, the construction of new villages is regarded as the link between new rural construction and new urbanization, and the development of new urbanization is promoted by the construction of new villages. It is of great significance to solve the problem of "agriculture, countryside and farmers" and to promote the development of urbanization in rural areas. Jiangan County is one of 68 Qiu District counties in Sichuan Province. In recent years, the economic and social development of Jiangan County has made great progress and entered a new period of catch-up and leap-forward development. Under the background of continuing to promote the construction of new countryside and new urbanization, how to combine the construction of new countryside with the new urbanization, how to realize the local urbanization of farmers, and realize the overall development of urban and rural areas, The construction of a reasonable system of villages and towns has become an urgent problem to be solved. From the intersection of new rural construction and new urbanization, this paper puts forward the countermeasures of the integration of new village construction and new urbanization, which is of great significance to the new development of economy and society in Jiangan County. This article starts from the new countryside construction, the new type urbanization meaning, the content and the practice development process, carries on the theory analysis to the new countryside construction, the new type urbanization relations, obtains the three relations. Then through the analysis of the economic development, the new rural construction, the new urbanization development process and the present situation of Jiangan county, the necessity and problems of the new village construction and the new urbanization integration in Jiangan county are obtained. Subsequently, put forward the new village construction and new urbanization integration ideas and suggestions. The research shows that the new rural construction and the new urbanization are closely related, they are connected and intersected, they complement each other, and the new village construction is not only the important content of the new rural construction, but also the important component of the new urbanization. It is the intersection of new rural construction and new urbanization. On the premise of correctly understanding the relationship between the three, the rational promotion of new village construction will not only be conducive to the realization of the goal of new rural construction, but also conducive to the development of new urbanization. At the same time, it can greatly promote the construction of the new countryside and the close assembly of the new urbanization, giving play to the interaction and mutual promotion brought by the close combination of the two. The essence of the integration of new village construction and new urbanization is to take the new village construction as the strategic basis of new urbanization, to coordinate the combination of urban and rural development, and to promote the entry point of urban-rural integration. Put forward the following countermeasures and suggestions: 1) further plan and unify the construction of a new system of villages and towns. (3) strengthen the supporting role of the industry and coordinate the development of the project. (4) Innovation of investment and financing mechanism to ensure the investment of construction funds. 5) Innovation of the land transfer mechanism. Improve the efficiency of urban and rural land use 6) to strengthen the new villages and towns and coordination.
