福建省绿色建筑市场化管理研究

【摘要】:发展绿色建筑是当今世界建筑领域的潮流和趋势,也是符合我国城市建设发展要求的必然举措。当前,我国的城市化进程正加速发展,建设工程遍布城乡各地。与此同时,城市化进程也暴露出一系列攸关社会、经济及民生的突出问题,例如资源浪费、环境污染、生态失衡等。而走绿色建筑发展之路,可在资源节约、环境保护、人居改善方面取得显著成效,为我国社会经济尤其是建设领域提供可持续的发展方向。而目前,我国绿色建筑的发展主要还依赖于政府通过行政命令手段推动,尚未实现通过市场化、产业化来配置资源的调控方式及相关政策推动发展。因此,为了加快我国绿色建筑的进一步发展,就要转变绿色建筑发展的传统观念,通过以市场规律为指导,改进绿色建筑的管理方式,实现绿色建筑发展的市场化、产业化。 基于上述背景,本文首先阐述了在市场经济条件下,应通过对绿色建筑管理方式进行改进和完善,使其与市场规律相适应,以此加快促进绿色建筑发展。接着对本文在绿色建筑市场化管理研究中所采用的理论依据进行了分析,并在此基础上着重对绿色建筑市场化管理体系进行了研究,探讨如何完善和发展绿色建筑市场化管理体系,使之更好地服务于我国绿色建筑市场的发展。最后,对利用市场化管理手段促进我国绿色建筑的发展提出相关的建议。
[Abstract]:The development of green architecture is the trend and trend in the field of architecture in the world today, and it is also an inevitable measure to meet the requirements of the development of urban construction in China. At present, China's urbanization process is accelerating development, construction projects all over the urban and rural areas. At the same time, the process of urbanization also exposed a series of social, economic and livelihood issues, such as waste of resources, environmental pollution, ecological imbalance and so on. Taking the road of green building development can achieve remarkable results in resource saving, environmental protection and human settlement improvement, and provide a sustainable development direction for our country's social economy, especially in the field of construction. At present, the development of green building in our country mainly depends on the government to promote by means of administrative order, and has not yet realized the regulation and control mode and related policies to promote the development through the marketization and industrialization of the allocation of resources. Therefore, in order to speed up the further development of green building in China, we should change the traditional concept of green building development, improve the management mode of green building under the guidance of market law, realize the marketization and industrialization of green building development. Based on the above background, this paper first expounds that under the condition of market economy, we should improve and perfect the management mode of green building so as to adapt it to the law of market so as to accelerate the development of green building. Then the paper analyzes the theoretical basis used in the research of green building market-oriented management, and on this basis, focuses on the study of green building market-oriented management system. This paper discusses how to perfect and develop the market-oriented management system of green building so as to better serve the development of green building market in China. Finally, some suggestions are put forward to promote the development of green buildings by means of market-oriented management.
