基于PPP视角的重庆市大型体育场馆经营管理途径研究

【摘要】:大型体育场馆是城市发展不可缺少的公共项目,同时也是全民体育事业发展的重要物质基础,因而政府在其管理中发挥着不可或缺的作用。大型体育场馆建设投资大、维护费用高、回报周期长,巨额的投资与消费往往使得体育场馆的后期运行陷入“蒙特利尔陷井”。公共体育场馆后期经营与管理已经成为一个世界性问题。 体育场馆的大量闲置,造成了资源的极大浪费,原由是重庆市大量既有体育场馆设施存在维修经费不足、功能落后和管理体制等问题,无法满足群众健身运动、专业运动队训练和市场化经营管理等需求。特别是在2013年的全国第12届运动会中重庆市综合成绩排名为23名,总奖牌数为12块,在西部地区排名第6,远落后于西部的四川、新疆、陕西等省(治自区)。其问题在于:除了重庆体育人才培养问题和夺金项目少的问题以外,更为重要的因素是重庆市体育场馆的公益性与经营管理模式如何实施改革紧密相关。因此,探寻重庆既有体育场馆经营管理创新与改革的途径,就像撬动地球需要找到支点一样难,因此研究这一问题具有实际指导意义和理论创新意义。 论文以重庆市大型体育场馆的经营管理问题为出发点,在运用公共物品理论、产权理论和利益相关者等理论的基础上,分析了体育场馆的经营管理的可行性、主体和客体等,解析了场馆经营管理必须具备的要素和遇到的阻碍。我们对重庆市城区的大型体育场馆进行问卷调查和调查访谈,,并对数据进行分析和整理,并借鉴国内外成功的PPP(Public Private Partnership,简称PPP)经营管理经验,探索性的提出了重庆市奥体中心两种经营管理途径。最后得出了以下结论:①改善重庆市现有大型体育场馆的经营管理现状是政府部门不可推卸的责任与义务。②以PPP模式来实现重庆市体育场馆的资本经营或资产经营,是突破目前困境的必然途径。③在遵循PPP的原则下,提出了资本经营和资产经营的关键要素,即经营管理主体、经营管理客体、经营权、经营管理载体和经营管理环境。产权合理分配是PPP模式下的资产经营和资本经营的核心和重要纽带。结合重庆市奥体中心的实际情况,设计了PPP模式下的资产经营和资本经营模式。
[Abstract]:Large-scale stadiums and gymnasiums are indispensable public projects for the development of the city and also an important material basis for the development of the sports cause of the whole people. Therefore, the government plays an indispensable role in the management of the stadiums and gymnasiums. Large-scale stadiums and gymnasiums have large investment, high maintenance cost, long return period, and huge investment and consumption often make the stadiums and gymnasiums fall into the "Montreal trap" in the later stage of operation. The late management of public stadiums and gymnasiums has become a worldwide problem. The large number of idle stadiums and gymnasiums has caused a great waste of resources. The original reason is that a large number of existing sports facilities in Chongqing have insufficient maintenance funds, backward functions and management systems, and are unable to meet the needs of mass fitness. Professional sports team training and marketing management and other needs. In particular, Chongqing ranked 23 in the 12th National Games in 2013, with a total of 12 medals, and ranked 6th in the western region, lagging far behind Sichuan, Xinjiang, Shaanxi and other provinces in the west. The problem lies in: apart from the problems of training sports talents and less gold winning items in Chongqing, the more important factor is that the commonweal nature of Chongqing stadiums and gymnasiums is closely related to how to carry out the reform of the management mode. Therefore, it is as difficult to explore the ways of innovation and reform in the management and management of the existing stadiums and gymnasiums in Chongqing as to move the earth to find the fulcrum. Therefore, it is of practical and theoretical significance to study this problem. Based on the theory of public goods, property rights and stakeholders, this paper analyzes the feasibility, subject and object of the management of large stadiums and gymnasiums in Chongqing. This paper analyzes the essential elements and obstacles encountered in the management of stadiums and gymnasiums. We conducted questionnaires and interviews on large-scale stadiums and gymnasiums in Chongqing, analyzed and collated the data, and learned from the successful experience of PPPPPublic Private Partnership (PPP) management at home and abroad. This paper puts forward two ways of management and management of Chongqing Olympic Sports Center. Finally, the following conclusions are drawn: 1 it is the responsibility and obligation of the government to improve the management of Chongqing's existing large-scale stadiums and gymnasiums. 2 to realize the capital management or asset management of Chongqing stadiums and gymnasiums with the PPP model. Under the principle of PPP, this paper puts forward the key elements of capital management and asset management, that is, the main body of operation and management, the object of management, the right of management, the carrier of operation and management and the environment of operation and management. Rational distribution of property right is the core and important link of asset management and capital management under PPP mode. According to the actual situation of Chongqing Olympic Sports Center, this paper designs the asset management and capital management model under the PPP model.
