大荔县三级农村物流网络体系发展现状及资源利用效率研究

【摘要】：随着物流业逐步向农村地区延伸，农村物流在我国广大农村地区取得了显著发展，受到了农村各地政府的高度重视。陕西大荔县作为“全国农村物流重点示范县”，其物流业为当地经济的发展做出了突出贡献。为了进一步扩大农村物流市场，大荔县委、县政府全面启动三级农村物流网络体系建设，并在其建设过程中投入了大量的建设资金和物流资源，，资源利用效率的高低是反映大荔三级农村物流网络体系运作成功与否的重要指标。本文基于大荔县三级农村物流网络体系的建立，指出了构建该体系所投入的物流资源，并在对投入物流资源分析的基础上，提出了评价三级农村物流网络体系资源利用的效率，在此基础上，通过对效率评价方法的比较，选取数据包络（DEA）方法对该体系进行效率评价，结合对以往DEA方法所选取的评价指标的总结分析，以及三级农村物流网络体系的发展特点，建立了该体系投入—产出资源评价指标，并在此基础上进行资源利用效率评价。运用DEA方法分析所得，大荔县三级农村物流网络体系中对于投入的纯技术资源没有合理分配和利用，从而导致了总体资源利用效率不高，但从总体趋势来看，该体系的资源利用效率在逐步提升。因此，大荔县可以通过完善三级农村物流网络体系架构，优化农村物流基础设施建设等措施，进一步提高三级农村物流网络体系的纯技术资源利用效率，从而扩大农村物流业务规模，提升物流服务水平。
[Abstract]:With the gradual extension of the logistics industry to the rural areas, the rural logistics has made remarkable development in the vast rural areas of China, and has been attached great importance by the rural governments. Dali County, Shaanxi Province, as a "national rural logistics key demonstration county", its logistics industry has made outstanding contributions to the development of local economy. In order to further expand the rural logistics market, the Dali County Party Committee and the county government have fully started the construction of the three-level rural logistics network system, and have invested a large amount of construction funds and logistics resources in the process of construction. The efficiency of resource utilization is an important index to reflect the successful operation of Dali three-level rural logistics network system. Based on the establishment of the three-level rural logistics network system in Dali County, this paper points out the logistics resources invested in the construction of the system, and on the basis of the analysis of the input logistics resources, puts forward the evaluation of the efficiency of the utilization of the resources of the three-level rural logistics network system. On this basis, through the comparison of efficiency evaluation methods, the data envelopment DEA-method is selected to evaluate the efficiency of the system. Based on the characteristics of the development of the three-level rural logistics network system, the input-output resource evaluation index of the system is established, and the resource utilization efficiency is evaluated on the basis of the index. By using DEA method, we can find that there is no rational allocation and utilization of the pure technical resources in the three-level rural logistics network system of Dali County, which leads to the low efficiency of the overall resource utilization, but from the general trend. The resource utilization efficiency of this system is improving step by step. Therefore, Dali County can further improve the utilization efficiency of pure technical resources of the three-level rural logistics network system by perfecting the three-level rural logistics network architecture and optimizing the rural logistics infrastructure construction. In order to expand the scale of rural logistics business, improve the level of logistics services.
