【摘要】：改革开放36年来，中国的经济体制和经济生活发生了巨大的变化，特别是在1992年十四大明确提出了经济体制改革的目标，就是建立社会主义市场经济体制。这是对马克思主义经济理论的继承和发展，同时它的提出为中国经济的发展开创了广阔的发展空间。自1992年建立社会主义市场经济体制到今天已有20多年，这20多年来，中国经济得到了快速的发展，中国社会主义市场经济的实践充分证明了建立中国特色社会主义市场经济体制的正确性。建立社会主义市场经济体制，有利于中国适应世界“经济全球化”这一历史发展潮流，有利于与世界性的市场经济接轨，从而有利于最充分地利用世界市场的资源配置机制，吸收和借鉴成功经验，并由此增进整个国民经济的发展，使中国跨入世界先进国家的行列。而且，随着中国经济体制的改革与发展，中国逐渐走出一条具有中国特色的经济体制变革道路。在36年中，从农村到城市、东部到中西部地区、从经济领域到政治、文化等等各个领域，改革的进程势不可挡地开展，也使中国的经济体制从原来高度集中的计划经济体制转变到充满活力的社会主义市场经济体制，使得中国的经济社会发生了历史性的巨大变化。随着时代的发展，近年来，对经济体制改革的要求也是不断地提出，越来越强调市场本身的作用，从十一届三中全会发挥市场的基础性作用，到十六届三中全会，强调要更大地利用市场为中国的发展而服务，再到2012年十八大报告中对社会主义市场经济理论提出了新的认识和理论的创新，提出以经济建设为中心是兴国之要，发展仍是解决中国所有问题的关键。2013年十八届三中全会更是提出市场在资源配置中起“决定性”作用。可见深化经济体制改革的重要性，必须在新的历史起点上全面深化改革。但是当前中国仍然处于并长期处于社会主义初级阶段，社会主义市场经济的发展还不够完善、不够健全、不够成熟，中国经济体制改革的任务还没有完成，经济发展不平衡、不协调、不持续的问题依然突出，如：中国经济结构不合理、现代产权结构不健全、城乡和地区之间差距大、资源环境压力大等等，这些现实的问题其实就是中国社会主义经济体制的建设不够完善的一个体现，这些问题的存在，既影响了当前社会经济的发展，也妨碍建设社会主义和谐社会，因此，必须继续深化社会主义市场经济体制改革。同时，建立和完善社会主义市场经济体制是一项艰难复杂的任务，是一个长期发展的过程。这一过程中，必须抓好一些关键的问题，针对这些关键的环节，提出构建社会主义市场经济体制改革的路径与措施。本文主要是以马克思主义基本理论为指导，从总结分析中国特色社会主义市场经济体制的认识过程，主要内容，基本特征等相关理论入手，通过具体的数据分析了目前中国社会主义市场经济体制发展中存在的若干热点问题，从而提出不断深化中国特色社会主义市场经济体制改革的几项建议措施。目的在于：掌握中国特色会主义市场经济体制的确立过程，分析中国社会主义市场经济体制的相关内容和阻碍中国市场经济体制发展的若干热点问题，并提出一些有利于发展社会主义市场经济体制的可行措施。了解市场经济的一般规律，把握社会主义市场经济发展的客观规律，并从中国的实际出发，为思考和解决诸多的现实问题，，完善体制方面提供新思路，为了实现中华民族的伟大复兴这个目标，为了实现“中国梦”这个梦想贡献一份力量。
[Abstract]:During the 36 years of reform and opening up, China's economic system and economic life have changed greatly. In particular, the goal of the economic system reform was clearly put forward in the 1992 Fourteenth National Congress, which is the establishment of a socialist market economy system. This is the inheritance and development of the Marx theory of economic theory, and its proposal for the development of China's economy. The socialist market economy system has been established for more than 20 years since 1992. For more than 20 years, China's economy has developed rapidly. The practice of China's socialist market economy fully proves the correctness of the establishment of a socialist market economy system with Chinese characteristics and the establishment of a socialist market economy system. It is beneficial for China to adapt to the historical development trend of "economic globalization" in the world, to be in line with the world market economy, and to make the most full use of the resource allocation mechanism of the world market, absorb and draw on the successful experience, and thus promote the development of the whole national economy, and make China into the ranks of the world's advanced countries. Moreover, with the reform and development of China's economic system, China has gradually stepped out a road of economic reform with Chinese characteristics. In the past 36 years, the process of reform is unstoppable, from the rural to the cities, the east to the central and western regions, from the economic field to the political, cultural and other fields, and the Chinese economic system is from the original. The transformation of a highly centralized planned economy to a vibrant socialist market economy has made a historic and tremendous change in China's economy and society. With the development of the times, in recent years, the demand for the reform of the economic system has been constantly put forward, and the role of the market itself is becoming more and more strong, from the third Plenary Session of the 11th CPC Central Committee. On the basis of the basic role of the market, by the third Plenary Session of the 16th CPC Central Committee, we stressed that we should make more use of the market to serve China's development, and then to the eighteen major reports of 2012, put forward new knowledge and theoretical innovation to the theory of socialist market economy, and put forward that economic construction as the center is the need of Xingguo, and the development is still the solution to all the problems in China. In the third Plenary Session of the 18th CPC Central Committee, the key.2013 year proposed that the market play a "decisive" role in the allocation of resources. It is obvious that the importance of deepening the reform of the economic system must be deepened in a new historical starting point.
However, China is still in the primary stage of socialism and is still in the primary stage of socialism for a long time. The development of the socialist market economy is not perfect, not perfect enough, not mature enough, the task of the reform of China's economic system has not been completed. The unbalanced economic development, incoordination, and unsustainable questions are still outstanding, for example, China's economic structure is irrational and modern. These practical problems are actually the embodiment of the imperfect construction of the socialist economic system in China. The existence of these problems not only affects the development of the current social economy, but also hinders the construction of a socialist harmonious society. Therefore, it must be followed. Further deepening the reform of the socialist market economy system. At the same time, it is a difficult and complicated task to establish and perfect the socialist market economy system. In this process, some key problems must be caught up, and the path of building a socialist market economic system reform is put forward in view of these key links. Measures.
This article is guided by the basic theory of Marx's doctrine, and begins with a summary and analysis of the understanding process of the socialist market economy system with Chinese characteristics, the main content, the basic characteristics and other related theories, and analyzes some hot issues in the development of the socialist market economy system in China through specific data. Some suggestions are made to deepen the reform of the market economic system of socialism with Chinese characteristics. The aim is to master the establishment process of the Chinese characteristic market economic system, analyze the relevant contents of the socialist market economic system in China and some hot issues that impede the development of the Chinese market economy system, and put forward some advantages. The feasible measures to develop the socialist market economy system, understand the general law of the market economy, grasp the objective law of the development of the socialist market economy, and start from the reality of China, provide new ideas for thinking and solving many practical problems and perfecting the system, in order to achieve the goal of the great rejuvenation of the Chinese nation, Realize the dream of "China dream" and contribute to it.
