PPP融资模式在地方债务风险化解中的作用与风险分析

【摘要】：我国在大力发展经济建设的同时,由于受到债务危机的影响,地方政府的负债规模越来越大。这对各地基础设施的建设极为不利,同时加重了地方财政的负担。在这种情况下,一些新的融资模式便产生了,PPP融资模式由于具有其他融资模式所不具备的优势,因而受到地方政府的青睐,并逐步在全国各地推广开来。本文通过介绍PPP融资模式的内涵,阐述PPP融资模式在地方债务风险化解中的作用,在此基础上,本文对地方债务的风险进行了分析,并提出了应对措施。
[Abstract]:At the same time in the development of economic construction, the debt crisis has been affected by the debt crisis, and the debt scale of local governments is becoming more and more large. This is extremely unfavorable to the construction of infrastructure in various places. At the same time, the burden of local finance is aggravated. In this case, some new financing modes have come into being, and the PPP financing model has other financing models. The advantages that the style does not have, are favored by the local government and are gradually popularized in all parts of the country. By introducing the connotation of the PPP financing model, this paper expounds the role of the PPP financing mode in the settlement of local debt risk. On this basis, this paper analyses the risk of local debt and puts forward some countermeasures.
