低碳发展需要的发电权交易模型研究

【摘要】:为了贯彻执行国家关于低碳环保、节能减排的相关政策,合理灵活的利用电力市场中发电权交易这一手段,将节能低碳与市场机制相结合,该举措兼具理论与实践意义。本文对传统发电权交易模型进行了分析,实施单纯考虑节煤量的传统发电权交易模型可能会出现网络损耗的变化,且其变化不可控。加之我国经济快速发展的国情对优化资源配置、降低碳排放量的需要,电力工业应该主动遵循自身的发展规律,在不影响为经济发展和社会进步提供安全可靠的电力能源保障的前提下,充分考虑环保和节能问题,利用市场机制的优势,尽快构建低碳发展的电力市场交易机制,促进电力市场改革研究十分迫切。 本文在充分分析低碳发展需要的相关政策、发电权交易的相关理论知识以及国内外课题研究背景的基础上,提出了考虑网络损耗和煤耗量的新型低碳发展需要的发电权交易模型,以期望最大程度地降低系统的能耗。以IEEE-14节点的系统为基础,分别运用本文提出的综合考虑网络损耗和煤耗量的新型低碳发展需要的发电权交易模型和只考虑节煤量的传统发电权交易模型,对撮合交易和双边协商交易两种交易形式进行了算例仿真计算,并对结果进行了对比分析。实验结果表明了考虑网络损耗和煤耗量的新型低碳发展需要的发电权交易模型对于选择交易和阻塞管理方面有着相当突出的优势。
[Abstract]:In order to carry out the national policy on low-carbon environmental protection, energy saving and emission reduction, make use of the means of power generation right trading in electricity market reasonably and flexibly, and combine energy saving and low carbon with market mechanism, this measure has both theoretical and practical significance. In this paper, the traditional power generation right trading model is analyzed, and it is possible that the network loss will change in the traditional power generation right trading model considering only coal saving, and the change is not controllable. In addition, the rapid economic development of our country needs to optimize the allocation of resources and reduce carbon emissions, so the electric power industry should take the initiative to follow its own development laws. Without affecting the provision of safe and reliable power energy security for economic development and social progress, and taking full account of the problems of environmental protection and energy conservation, and taking advantage of the market mechanism, we will build a low-carbon electricity market trading mechanism as soon as possible. It is urgent to promote the reform of electricity market. Based on the full analysis of the relevant policies for low-carbon development, the relevant theoretical knowledge of power generation right trading and the background of domestic and foreign research topics, A new low carbon power trading model considering network loss and coal consumption is proposed in order to reduce the energy consumption of the system to the maximum extent. Based on the IEEE-14 node system, the new low carbon power right trading model and the traditional power generation right trading model considering only coal saving are proposed in this paper, which take into account the network loss and coal consumption, respectively. Two kinds of transaction forms, matchmaking transaction and bilateral negotiation transaction, are simulated and the results are compared and analyzed. The experimental results show that the new generation rights trading model which takes into account the network loss and coal consumption needs for low carbon development has considerable advantages in the selection of transaction and congestion management.
