深圳市食品安全监管存在问题及对策研究

【摘要】：近几年来,食品安全问题受到社会上的广泛关注,不仅因为食品安全关乎人民群众的身体健康和生命安全,还关系着社会秩序的稳定和国家的长治久安,关系着党执政基础的稳固。随着社会经济的不断发展发展,人民的生活水平和质量也不断提高,人们对食品的要求也随之提高,不再仅仅局限于解决温饱,而是越来越注重食品的质量。但是,在目前我国的市场经济体制下,还没有一套完善的食品安全标准,无法按统一的标准对不同地区、不同领域的食品进行界定和检查,再加上现在很多食品行业的整体素质不高,对食品安全问题不够重视,缺乏自律意识,导致食品安全事件频发。当前,食品安全问题已经引发了社会的广泛关注,成为重要的民生热点之一,频发的食品安全问题能否及时顺利得到解决,考验着党的执政能力和政府的管理水平,政府部门一定要高度重视。本篇论文共分为四大章节,第一章：绪论。该部分简要介绍了文章的选题背景和研究意义,概述了国内外相关的研究现状与趋势,确定了本文的研究思路和方法,提出了本文的创新之处。第二章：食品安全监管的基础理论。对食品安全、食品安全监管两种概念进行了详细的解释和界定,强调实行食品安全监管有利于提高政府的能力与水平,有利于稳定社会秩序,有利于提高国家的整体竞争力。第三章：深圳市食品安全监管存在的问题及原因。先对深圳市食品安全监管现状进行了剖析,指出其食品安全监管的一系列重要举措,以及其中存在的问题,并从地方规章、监管职能体系、食品安全标准体系、食品安全监管理念等方面分析原因。第四章：加强深圳市食品安全监管制度的对策。在借鉴国外发达国家食品安全监管经验的基础上,提出完善深圳市食品安全监管的对策。本文主要从行政学的角度对食品安全监管进行研究,在研究视角和学科基础上有所创新。根据本人对目前国内外研究成果的梳理,发现学者们基本上是从经济学、社会学和管理学的视角,对食品安全发生的原因、监管机制和体系建设、解决的对策进行分析,同时,也运用比较分析法,对中外食品安全监管制度进行了比较,总结出影响食品安全的主要因素。目前,还没有发现更多的从行政学的角度进行研究的,有些涉及行政学的研究,但研究的并不深入、全面,也只是在文中个别段落中略微提及,从行政学视角对食品安全监管的研究还有待深入。
[Abstract]:In recent years, the issue of food safety has received widespread attention in society, not only because food safety is related to the health and safety of the people, but also to the stability of social order and the long-term stability of the country. It is related to the stability of the Party's ruling foundation. With the development of social economy, people's living standard and quality have been improved, and people's demand for food has been raised, not only to solve the problem of food and clothing, but also to pay more and more attention to the quality of food. However, under the current market economy system in our country, there is still no perfect food safety standard, and it is impossible to define and inspect different regions and different fields of food according to the unified standards. In addition, many food industry quality is not high, food safety issues are not enough attention, lack of awareness of self-discipline, leading to frequent food safety incidents. At present, the food safety problem has aroused the widespread concern of the society and has become one of the important livelihood hotspots. Whether the frequent food safety problems can be solved in a timely and smooth manner is testing the ruling ability of the Party and the management level of the government. Government departments must attach great importance to it. This paper is divided into four chapters, the first chapter: introduction. This part briefly introduces the background and significance of this paper, summarizes the current situation and trend of research at home and abroad, determines the research ideas and methods of this paper, and puts forward the innovation of this paper. Chapter two: the basic theory of food safety supervision. The two concepts of food safety and food safety supervision are explained and defined in detail. It is emphasized that the implementation of food safety supervision is conducive to improving the ability and level of the government, stabilizing the social order and improving the overall competitiveness of the country. Chapter three: the problems and causes of food safety supervision in Shenzhen. This paper first analyzes the current situation of food safety supervision in Shenzhen, points out a series of important measures and problems in food safety supervision, and points out the local regulations, regulatory function system, food safety standard system. Food safety supervision concept and other aspects of the analysis of the reasons. Chapter four: the countermeasures to strengthen the food safety supervision system in Shenzhen. Based on the experience of food safety supervision in developed countries, the countermeasures to improve food safety supervision in Shenzhen are put forward. This paper mainly studies food safety supervision from the angle of administration, and innovates on the basis of research angle and subject. According to my research results at home and abroad at present, it is found that the scholars basically analyze the causes of food safety, the construction of regulatory mechanism and system, and the countermeasures to solve it from the perspectives of economics, sociology and management. The comparative analysis method was also used to compare the food safety supervision system between China and foreign countries, and the main factors affecting food safety were summarized. At present, it has not been found that more studies have been carried out from the perspective of administrative science, some of which are related to administrative studies, but the research is not thorough and comprehensive, and it is only mentioned slightly in individual paragraphs of the text. The research on food safety supervision from the perspective of administration needs to be further studied.
