论经济发展新常态与湖南绿色发展战略及其路径

【摘要】：后金融危机时代我国经济全面进入转变经济发展方式时期,从过去严重忽视生态环境价值的传统粗放发展转为高效率、低成本、可持续的低碳发展。这种客观条件的变化,导致中国经济必然从高速增长转向高中速增长,从结构不合理转向结构优化,从要素投入驱动转向创新驱动。所以,经济发展新常态意味着,中国经济进入了深度转型升级的关键时期。特别对于尚处于后发赶超的湖南来说,进入经济发展新常态就是要建立两型生产方式,全面实施绿色发展战略。
[Abstract]:In the post-financial crisis era, the economy of our country has entered the period of changing the mode of economic development, from the traditional extensive development which neglected the value of ecological environment seriously in the past, to the development of high efficiency, low cost and sustainable low carbon development. The change of objective conditions leads to the change of Chinese economy from high to high speed growth, from irrational structure to structural optimization, from factor input driving to innovation driving. Therefore, the new normal economic development means that China's economy has entered a critical period of deep transformation and upgrading. Especially for Hunan, which is still in late development, entering the new normal of economic development is to establish a two-type production mode and implement the green development strategy in an all-round way.
