境外工程社会风险分析与应对研究

【摘要】:中国经济快速发展,良好的经济形势促进了建筑行业的腾飞。中国建筑企业除了在国内进行工程项目外开始不断拓展国际市场,越来越多实力强劲的中国建筑企业走向世界,开辟境外工程新天地。 工程行业潜在风险大,国际环境不可控因素多,境外工程项目有着国内工程项目所没有的众多风险。特别是工程项目管理者缺乏风险管理意识和对境外工程风险认识模糊时,就更加剧了风险事件发生时所造成的危害。这几年社会风险对境外工程项目的影响越来越大,逐渐被专家学者关注,境外工程复杂的社会因素和突发的风险事件对中国企业顺利完成境外工程造成了巨大的风险,直接关系到企业的项目目标和经济效益能否实现。 介于社会风险对国际工程的不利影响,本论文将以境外工程社会风险分析与应对研究为课题进行论述。论文以风险管理理论、社会风险理论、层次分析方法和对比分析方法作为理论基础,收集境外工程资料并阅读相关文献,对中国企业境外工程项目的社会风险管理进行分析与研究。首先要全面了解境外工程所处的社会环境,分析项目将会面临何种社会安全风险、社会政治风险、社会经济风险和其他社会风险,将上述风险因素进一步细化,,得到详细的社会风险影响因素,调查研究这些社会风险因素的具体表现和影响程度。通过对风险因素的科学分析与评价,在项目正式开工前就对其可能发生的社会风险有了全局性系统化的认识。根据社会风险分析得到的数据和结论进行风险应对研究,管理者要对不确定性的干扰因素进行风险控制,采取必要措施预防风险事件的发生,也要制定相应的风险应对方案。企业领导者要树立正确的社会风险意识,具备社会风险管理知识和素质,在项目运行前、项目实施中、项目交工时都能够把控风险因素,减轻社会风险的发生给企业带来的经济效益损失。论文运用理论结合实际的方法,对境外工程社会风险研究既要运用科学理论分析和计算方法评价,也要依据中国企业境外项目的实际情况,对已有数据和资料进行总结研究,通过案例的分析和对比加深项目管理者对境外工程社会风险管理的理解。 目前中国企业决策者缺乏境外工程社会风险的认识,也容易忽略社会风险的某些因素,风险应对方面缺乏全过程控制。通过本论文的分析研究,得出中国企业境外工程各项社会风险干扰因素,并能够对风险因素科学分析评价,研究应对社会风险应采取的有效措施,提出可靠的风险控制方案,总结出进行境外工程社会风险管理最有效的方法。为中国企业进军国际建筑市场提出有参考价值的社会风险应对措施,希望能对境外施工的中国企业起到借鉴作用。
[Abstract]:China's rapid economic development, the good economic situation has promoted the construction industry to take off. Chinese construction enterprises have started to expand the international market in addition to carrying out engineering projects at home. More and more powerful Chinese construction enterprises are heading to the world and opening up new horizons for overseas projects. The potential risk of engineering industry is large, the international environment is not controllable factors, overseas engineering projects have many risks that domestic engineering projects do not have. Especially when the project manager lacks the awareness of risk management and has a vague understanding of the overseas project risk, the harm caused by the occurrence of the risk event is aggravated. Over the past few years, social risks have become more and more important to overseas engineering projects, and have gradually been concerned by experts and scholars. The complex social factors and unexpected risk events of overseas projects have caused enormous risks to Chinese enterprises to successfully complete overseas projects. Directly related to the enterprise's project objectives and economic benefits can be achieved. In view of the adverse influence of social risk on international engineering, this thesis will discuss the analysis and response of social risk of overseas engineering. Based on risk management theory, social risk theory, AHP method and comparative analysis method, the thesis collects overseas engineering data and reads relevant documents. This paper analyzes and studies the social risk management of overseas engineering projects in Chinese enterprises. First of all, we must comprehensively understand the social environment in which overseas projects are located, analyze what social security risks, social and political risks, social and economic risks and other social risks the projects will face, and further refine the above risk factors. Get detailed social risk factors, investigate and study the specific performance and influence degree of these social risk factors. Through the scientific analysis and evaluation of the risk factors, there is a systematic understanding of the possible social risks before the project is officially started. According to the data and conclusions of social risk analysis, managers should control the risk of the uncertain disturbance factors, take necessary measures to prevent the occurrence of risk events, and formulate the corresponding risk response plan. Enterprise leaders should establish correct social risk awareness, have the knowledge and quality of social risk management, before the project runs, in the project implementation, the project can control the risk factors, Reduce the loss of economic benefits brought by social risks to enterprises. In this paper, using the method of theory and practice, we should not only use scientific theory analysis and calculation method to evaluate the social risk of overseas engineering, but also sum up and study the existing data and data according to the actual situation of overseas projects of Chinese enterprises. Through case analysis and contrast to deepen the understanding of project managers on social risk management of overseas projects. At present, the decision makers of Chinese enterprises lack the understanding of the social risk of overseas engineering, and they can easily ignore some factors of social risk, and lack the whole process control in the aspect of risk management. Through the analysis and research of this paper, we can get the social risk interference factors of the overseas projects of Chinese enterprises, and can scientifically analyze and evaluate the risk factors, study the effective measures to deal with the social risks, and put forward the reliable risk control scheme. Summing up the most effective method of social risk management of overseas engineering. This paper puts forward some valuable social risk countermeasures for Chinese enterprises to enter the international construction market, hoping to provide reference for overseas construction Chinese enterprises.
