内蒙古新型城镇化驱动力研究

【摘要】：新型城镇化不仅是我国现代化建设的历史任务,也是扩大内需的最大潜力所在,因此,如何发展新型城镇化已经成为举国上下极其关注的重要问题,也成为我国各级政府的中心工作。自1978年以来,我国的城镇化水平一直稳步上升,目前正处于加速发展期。内蒙古应顺应国家发展潮流,因地制宜走新型城镇化道路。虽然内蒙古城镇化发展已取得了可喜可贺的成绩,但依然存在许多不足。内蒙古城镇化中的各种问题和矛盾,与城镇化的驱动力发展薄弱是密不可分的。本文分析了内蒙古城镇化发展现状及特点,并构造了内蒙古新型城镇化评价指标体系,测度内蒙古新型城镇化水平。然后从新型城镇化驱动力角度出发,得出内蒙古新型城镇化与四个驱动力之间的关系。研究结果表明内蒙古新型城镇化发展与第一产业发展、第二产业发展、第三产业发展以及制度改革有着密切关系,并且在不同的发展阶段各驱动力作用大小不同。最后,寻找出内蒙古新型城镇化四大驱动力发展特殊性与差异性,在此基础上提出内蒙古应该大力发展现代化农牧业,加速新型工业化建设,充分发挥现代服务业推动作用,继续深化相关制度改革,使得内蒙古城镇化驱动力发挥更大效用,加速内蒙古新型城镇化发展。
[Abstract]:New urbanization is not only the historical task of China's modernization construction, but also the greatest potential for expanding domestic demand. Therefore, how to develop new urbanization has become an important issue of great concern throughout the country. It has also become the central work of all levels of government in our country. Since 1978, the level of urbanization in China has been rising steadily, and is now in a period of accelerated development. Inner Mongolia should conform to the trend of national development and follow the new road of urbanization according to local conditions. Although Inner Mongolia urbanization has made gratifying achievements, but there are still many shortcomings. Various problems and contradictions in urbanization in Inner Mongolia are closely related to the weak driving force of urbanization. In this paper, the present situation and characteristics of urbanization in Inner Mongolia are analyzed, and the evaluation index system of new-type urbanization in Inner Mongolia is constructed to measure the level of new-type urbanization in Inner Mongolia. Then, from the angle of new urbanization driving force, the relationship between new urbanization and four driving forces in Inner Mongolia is obtained. The results show that the development of new urbanization in Inner Mongolia is closely related to the development of the primary industry, the development of the secondary industry, the development of the tertiary industry and the reform of the system, and the driving forces are different in different stages of development. Finally, the paper finds out the particularity and difference of the four driving forces of new urbanization in Inner Mongolia. On this basis, it puts forward that Inner Mongolia should vigorously develop modern agriculture and animal husbandry, accelerate the construction of new industrialization, and give full play to the role of modern service industry in promoting the development. Continue to deepen the relevant system reform, make Inner Mongolia urbanization driving force play a greater role, accelerate the development of new urbanization in Inner Mongolia.
