西部地区城镇化质量综合测度研究

【摘要】：城镇化是走向现代化不可逾越的阶段，城镇化是一个国家或地区社会、经济发展水平的重要标志，也是人类走向文明和社会进步不可逾越的历史阶段。西部地区城镇化作为中国城镇化的一个重要组成部分，其城镇化质量远远落后于全国平均水平，同时也滞后于自身经济发展水平。西部地区城镇化发展滞后，不但严重阻碍了西部地区的社会经济发展，而且也制约了中国经济的全局发展，不利于社会主义和谐社会的构建与全面建设小康社会宏伟目标的实现。本研究以西部地区城镇化质量为研究对象，通过西方经济学文献中人口迁移研究城镇化质量的方法，以基于人们自由选择迁移目标城市的市场化行为研究起点，通过面板数据模型为影响城镇化质量的指标赋权重，并基于城镇化质量的综合评价法分析西部地区各省、自治区和直辖市城镇化质量。通过人口迁移量计算影响城镇化质量指标的权重值，通过权重值的比较分析确定影响城镇化质量的主要因素，是本文研究的重点。首先，本文在阅读大量相关代表性文献的基础上对城镇化以及城镇化质量的概念进行了界定。其次，通过对已有研究中所建立的城镇化质量评价指标体系进行梳理，结合本文对城镇化质量的理解，，建立了一套基于人口迁移影响因素分析的城镇化质量评价指标体系。再次，利用面板数据模型对西部12个省、自治区和直辖市1997-2012年影响城镇化质量的指标进行回归分析。最后，归纳出实证分析所得的主要结论，并根据西部区域城镇化发展的实际情况提出若干对策建议。通过对西部各省、自治区和直辖市城镇化质量的实证研究，得出以下主要结论：（1）和专家打分等主观赋值法确定的权重相比，空间影响因素、经济影响因素的权重值有较大的差异性；（2）西部地区之间城镇化发展质量具有层次性和不平衡性；（3）经济发展是决定城镇化质量的最主要因素；（4）城镇发展的空间效率没有足够重视；（5）城镇生活环境对城镇化质量影响较大。基于以上结论，本文对提高西部地区城镇化质量提出以下几点建议：（1）促进城市群发展，壮大区域中心城市，发挥辐射带动功能；（2）加快经济发展，优化经济结构，重视非农产业的发展；（3）加强城镇空间集约化利用；（4）加强城镇基础设施建设。
[Abstract]:Urbanization is an insurmountable stage towards modernization. Urbanization is an important symbol of the level of social and economic development in a country or region, and is also an insurmountable historical stage for human beings to move towards civilization and social progress. As an important part of China's urbanization, the urbanization quality of the western region lags far behind the national average level, and also lags behind its own economic development level. The lagging development of urbanization in the western region not only seriously hinders the social and economic development of the western region, but also restricts the overall development of the Chinese economy. It is not conducive to the construction of a harmonious socialist society and the realization of the grand goal of building a well-off society in an all-round way. This study takes the quality of urbanization in the western region as the research object, studies the quality of urbanization through the method of population migration in the western economic literature, and starts with the market-oriented behavior of the target city based on people's free choice. The panel data model is used to assign weight to the indexes that affect the quality of urbanization, and the comprehensive evaluation method based on the quality of urbanization is used to analyze the urbanization quality of provinces, autonomous regions and municipalities directly under the Central Government in the western region. It is the focal point of this paper to calculate the weight value of the quality index of urbanization by calculating the population migration quantity, and to determine the main factors influencing the quality of urbanization by comparing and analyzing the weight value. Firstly, this paper defines the concepts of urbanization and urbanization quality on the basis of reading a lot of representative literature. Secondly, a set of urbanization quality evaluation index system based on the analysis of the influencing factors of population migration is established by combing the urbanization quality evaluation index system which has been established in the existing research and combined with the understanding of urbanization quality in this paper. Thirdly, the panel data model is used to analyze the indexes affecting the urbanization quality in 12 provinces, autonomous regions and municipalities directly under the Central Government from 1997 to 2012. Finally, the main conclusions of the empirical analysis are summarized, and some countermeasures and suggestions are put forward according to the actual situation of urbanization in the western region. Based on the empirical study of urbanization quality in western provinces, autonomous regions and municipalities directly under the Central Government, the following main conclusions are drawn: (1) compared with the weights determined by subjective valuation methods, such as expert scoring, spatial factors affect the quality of urbanization in the western provinces, autonomous regions and municipalities directly under the Central Government. The weight value of economic influence factors has great difference: (2) the development quality of urbanization in the western region has hierarchy and imbalance; (3) economic development is the most important factor to determine the quality of urbanization. (4) the spatial efficiency of urban development is not paid enough attention to, (5) the urban living environment has a great influence on the quality of urbanization. Based on the above conclusions, this paper puts forward the following suggestions to improve the quality of urbanization in the western region: (1) to promote the development of urban agglomeration, to strengthen the regional central cities, to give play to the radiation-driven function; (2) to speed up the economic development and optimize the economic structure, Attach importance to the development of non-agricultural industry; (3) strengthen the intensive utilization of urban space; (4) strengthen the construction of urban infrastructure.
