废旧润滑油回收物流系统构建及评价

【摘要】:在如今市场经济快速高效的发展背景下,无论是政府还是企业乃至社会大众,被称为“第三利润源”的物流领域被重视程度越来越高。然而,绝大多数企业都只把关注点放在了作为物流系统子系统之一的正向物流的管理上,而忽视了回收物流的管理,使得回收物流在回收和投入方面都十分有限。然而,当环境污染加剧、资源日益短缺等一系列问题逐渐被暴露出来,可再生资源的回收再利用引起了公众的关注。不仅仅润滑油是石油炼制生产中十分重要的产成品之一,废旧润滑油也是一种廉价的可回收、可被循环利用的资源,这无疑对石油产业的可持续发展而言是十分重要的。我国是一个润滑油消耗大国,由于工业快速发展、人民生活水平不断提高,润滑油每年的表观消耗量逐年递增。那么充分利用可回收、可循环利用的废旧润滑油,不仅在资源的节约上得以实现,又能帮助成本降低,更重要的是在环境的污染上得以减少,从而实现环境保护。因此,对构建适合我国国情和润滑油企业发展的废旧润滑油回收物流系统进行深入研究,是具有重要意义的。 本文首先对逆向物流、回收物流、废旧润滑油回收物流、废旧润滑油回收模式以及与之相关的其他理论及概念进行介绍,从而为研究奠定了充实的理论基础。与此同时,结合我国废旧润滑油的回收现状,总结得出我国废旧润滑油回收物流面临的问题所在,从而得到废旧润滑油回收物流系统的构建必要性。在上述基础上,依照废旧润滑油回收物流目前的实际情况,运用可持续发展理论、循环经济理论和逆向物流理论,提出了我国废旧润滑油回收物流系统的构建目标和构建原则,从而构建出废旧润滑油回收物流系统,并从要素、结构和功能三方面对构建出的废旧润滑油回收物流系统进行具体分析,得出该回收物流系统的生态、经济、资源、技术、社会五大属性。依据其属性构建了废旧润滑油回收物流系统评价指标体系。该指标体系包括五个二级指标及十八个与二级指标相对应的三级指标,,使用层次分析法与模糊综合评价法相结合的模糊层次分析法对废旧润滑油回收物流系统评价指标体系指标的权重进行确定。然后对所构建出的废旧润滑油回收物流系统进行实证研究,得出废旧润滑油回收物流系统的可行性和可操作性。通过本研究,旨在形成一个废旧润滑油回收物流系统,从而实现生态、资源、经济等多方面的效益最大化。
[Abstract]:Under the background of the rapid and efficient development of market economy, the logistics field, which is called "the third profit source", is paid more and more attention to by the government, enterprises and even the public. However, most enterprises only pay attention to the management of forward logistics as one of the subsystems of logistics system, but neglect the management of recycling logistics, which makes the recovery logistics very limited in recovery and input. However, as environmental pollution intensifies and resources become increasingly scarce, a series of problems are gradually exposed. The recycling and reuse of renewable resources has aroused public concern. Not only is lubricating oil one of the most important finished products in petroleum refining production, but also waste lubricating oil is a cheap and recyclable resource, which is undoubtedly very important for the sustainable development of petroleum industry. China is a large oil consuming country. Because of the rapid development of industry and the improvement of people's living standard, the annual apparent consumption of lubricating oil is increasing year by year. The waste lubricating oil which can be recycled and recycled can not only save resources, but also help to reduce the cost and, more importantly, reduce the pollution of the environment so as to realize the environmental protection. Therefore, it is of great significance to study the logistics system of waste and used lubricating oil recovery which is suitable for the situation of our country and the development of lubricating oil enterprises. In this paper, the reverse logistics, recovery logistics, waste oil recovery model and other related theories and concepts are introduced, which lays a solid theoretical foundation for the research. At the same time, combined with the current situation of the recovery of used lubricating oil in our country, this paper summarizes the problems faced by the recycling logistics of waste lubricating oil in our country, and obtains the necessity of the construction of the logistics system for the recovery of used lubricating oil. On the basis of the above mentioned, according to the current situation of the waste oil recovery logistics, using the theory of sustainable development, the theory of circular economy and the theory of reverse logistics, the paper puts forward the construction goal and construction principle of the logistics system of waste lubricating oil recovery in our country. In order to construct the waste lubricating oil recovery logistics system, and from the elements, structure and function of the three aspects of the construction of waste lubricating oil recovery logistics system concrete analysis, the recovery logistics system ecological, economic, resources, technology, Five attributes of society. According to its attributes, the evaluation index system of waste lubricating oil recovery logistics system is constructed. The index system consists of five second-level indicators and eighteen third-level indicators corresponding to second-level indicators. The weight of the evaluation index system of waste lubricating oil recovery logistics system is determined by using the fuzzy analytic hierarchy process (FAHP) combined with the fuzzy comprehensive evaluation method. The feasibility and maneuverability of the waste lubricating oil recovery logistics system are obtained. Through this study, the purpose of this study is to form a waste oil recovery logistics system, so as to maximize the ecological, resource and economic benefits.
