香格里拉生态旅游文化城项目并购案例分析

【摘要】：随着经济全球化和区域经济一体化进程的加快,中国--东盟自由贸易区建设和迪庆香格里拉机场开通、丽香铁路及高速公路的开工建设,为香格里拉发展开放型经济带来了新的历史机遇。党的十八大以及云南省委、省政府也将县域经济摆到经济社会发展的重要位置,并出台了相关配套政策,对香格里拉县县域经济发展起到了极大的推动作用。国家西部大开发和对藏区发展的支持力度以及“三江并流”世界自然遗产的确定,进一步提高了香格里拉的知名度,为打造“香格里拉”精品品牌,改善投资环境,推进经济社会又快又好发展创造了良好条件。川、滇、藏生态旅游区规划和云南省委、省政府富民兴滇战略的实施,滇沪、迪昆合作项目的不断推进,也为香格里拉县跨越发展提供了难得的机遇。为此,“十二五”期间,香格里拉县为加快全国藏区第一强县建设步伐,提高城市基础设施建设水平,增强全县综合经济实力,优化调整经济结构,提高人民生活水平和生活质量,将“香格里拉生态旅游文化城”项目,作为香格里拉县加快城市建设步伐,改善民生、优化环境、设施配套、传承文化、突出特色,带动香格里拉县旅游产业发展的一个核心项目。本文以香格里拉生态旅游文化城项目为案例分析,根据项目建设的客观实际,在尊重自然规律和市场规律的基础上,重点对项目的进行可行性和必要性进行研究,同时考虑项目布局的合理性、旅游行业的特殊性,以及项目建成后的社会、经济和生态效益。从项目整体概况,宏观经济环境,旅游市场,行业政策,生态环境,经济评价,社会影响,风险分析及应对等多个角度,对该项目进行全面的分析。
[Abstract]:With the acceleration of the process of economic globalization and regional economic integration, the construction of the China-ASEAN Free Trade area and the opening of Diqing Shangri-La Airport, and the construction of the Lixiang Railway and Expressway, Shangri-la for the development of an open economy has brought a new historical opportunity. The 18th National Congress of the Party, the Yunnan Provincial Party Committee and the provincial government also put the county economy in an important position of economic and social development, and issued related supporting policies, which played a great role in promoting the county economy development of Shangri-La County. The large-scale development of the country's western region and its support for the development of the Tibetan region, as well as the determination of the "three rivers and streams" world natural heritage, have further enhanced the visibility of Shangri-La, and improved the investment environment in order to build the "Shangri-La" boutique brand and improve the investment environment. Promoting economic and social development has created favorable conditions for rapid and sound development. The planning of Sichuan, Yunnan and Tibet ecotourism areas, the implementation of Yunnan Provincial Party Committee and provincial government's strategy of enriching the people and the promotion of the Dianghu and Tikun cooperation projects have also provided a rare opportunity for the development of Shangri-La County. For this reason, during the 12th Five-Year Plan period, Shangri-La County, in order to speed up the construction of the country's first largest county in Tibetan areas, improve the level of urban infrastructure construction, enhance the comprehensive economic strength of the whole county, and optimize and adjust the economic structure, To improve people's living standards and quality of life, the Shangri-La Eco-tourism Culture City project will be used as the Shangri-La County to speed up the pace of urban construction, improve people's livelihood, optimize the environment, support facilities, inherit culture and highlight its characteristics. Shangri-La County to promote the development of tourism industry a core project. Based on the case study of Shangri-La Eco-tourism Culture City project, based on the objective reality of the project construction, the feasibility and necessity of the project are studied on the basis of respecting the laws of nature and market. At the same time, the rationality of the project layout, the particularity of tourism industry, and the social, economic and ecological benefits of the project are considered. From the overall situation of the project, macroeconomic environment, tourism market, industry policy, ecological environment, economic evaluation, social impact, risk analysis and response and other aspects of the comprehensive analysis of the project.
