多方参与且评价指标集有差异的第三方物流服务商选择方法研究

【摘要】：随着第三物流服务业的发展,越来越多的企业选择将物流外包给第三方物流服务商。第三方物流服务商的选择是企业进行物流外包非常重要的一个环节,如果选择不当,则不仅无法实现物流外包的优势,反而会给企业带来风险。已有的第三方物流服务商选择方法研究大多都是所有专家针对同一指标集对备选第三方物流服务商进行评价。但是,已有多篇文献提到,企业在进行第三方物流服务商选择时,多个部门会参与其中,同时,现实中的物流外包实例表明,由于各部门熟悉和关注的领域不同,因此每个部门所考虑的评价指标集也有所不同。随着软集理论的发展,多方参与的方案选择问题已经引起了一些学者的关注。然而,这种考虑多方参与且评价指标集有差异(简称多方参与)的第三方物流服务商选择方法的研究还几乎没有。因此,对多方参与且评价指标集有差异的第三方物流服务商选择方法进行研究具有重要的理论意义和实际意义。本文对多方参与且评价指标集有差异的第三方物流服务商选择方法进行研究,主要完成以下三方面的研究工作：(1)构建多方参与的第三方物流服务商评价指标体系。通过文献分析法对评价指标和参与评价的部门进行整理和分析,初步构建评价指标体系,并对各部门关注的指标进行识别。然后,利用专家调查法,通过问卷调查的形式,对各部门所关注的指标集进行关键指标的筛选,从而建立一个多方参与的第三方物流服务商评价指标体系。(2)提出多方参与的第三方物流服务商选择方法。首先,给出指标参数权重和评价信息的获取和处理方法,将其转化为直觉模糊数的形式；然后,基于各部门评审专家的评价矩阵构建直觉模糊软集,利用直觉模糊软集的且运算得到综合各部门评审专家评价信息的新的直觉模糊软集,并对该直觉模糊软集进行加权得到加权直觉模糊软集；最后,利用TOPSIS法对备选第三方物流服务商进行排序,从而选择排名第一的第三方物流服务商为企业的合作伙伴。(3)给出本文提出的方法的潜在应用研究。以A公司的第三方物流服务商的选择为示范背景,给出多方参与且评价指标集有差异的第三方物流服务商选择方法在实际中的应用研究,并与传统的TOPSIS法进行比较分析,进而说明本文提出方法的可行性和有效性。本文提出的多方参与且评价指标集有差异的第三方物流服务商选择方法,为现实中第三方物流服务商的选择提供了一种可用的方法,可以帮助企业选出一个合适的物流合作伙伴。此外,本文的研究考虑了多方参与且评价指标集有差异的情况,丰富和改进了第三方物流服务商的选择方法的研究,也为同类型的方案选择方法的研究提供了思路和方法。
[Abstract]:With the development of the third logistics service industry, more and more enterprises choose to outsource logistics to third party logistics service providers. The choice of third-party logistics service provider is a very important part of logistics outsourcing. If the choice is not proper, it will not only fail to realize the advantage of logistics outsourcing, but also bring risks to enterprises. Most of the existing researches on the selection of third-party logistics service providers are based on the same index set for all experts to evaluate the alternative third party logistics service providers. However, it has been mentioned in many literatures that many departments will participate in the selection of third-party logistics service providers. At the same time, the examples of logistics outsourcing in reality show that different departments are familiar with and concerned with different fields. As a result, the set of evaluation indicators considered by each department is also different. With the development of soft set theory, the problem of multi-party participation in the selection of schemes has attracted the attention of some scholars. However, there is almost no research on the selection method of third-party logistics service provider which considers multi-party participation and has different evaluation index set (abbreviated as multi-party participation). Therefore, it is of great theoretical and practical significance to study the selection methods of third-party logistics service providers with multi-participation and different evaluation index sets. In this paper, we study the methods of selecting third-party logistics service providers, which have different evaluation index sets. The main research work is as follows: (1) constructing the evaluation index system of multi-party participation third-party logistics service providers. Through literature analysis, the evaluation index and the departments involved in the evaluation are sorted out and analyzed, and the evaluation index system is preliminarily constructed, and the indexes concerned by each department are identified. Then, by using the method of expert investigation, through the form of questionnaire, the key index sets concerned by various departments are selected. Thus, an evaluation index system of multi-party participation third-party logistics service provider is established. (2) the method of selecting multi-party third party logistics service provider is put forward. Firstly, the method of obtaining and processing index parameter weight and evaluation information is given, which is transformed into the form of intuitionistic fuzzy number, and then, based on the evaluation matrix of evaluation experts in various departments, the intuitionistic fuzzy soft set is constructed. A new intuitionistic fuzzy soft set is obtained by using the operation of intuitionistic fuzzy soft set, and the weighted intuitionistic fuzzy soft set is obtained by weighting this intuitionistic fuzzy soft set. The TOPSIS method is used to sort the alternative third-party logistics service providers, and the first third party logistics service provider is selected as the partner of the enterprise. (3) the potential application research of the method proposed in this paper is given. Based on the selection of third-party logistics service provider of company A, this paper gives the application research of the selection method of third-party logistics service provider with multi-participation and different evaluation index set in practice, and compares it with the traditional TOPSIS method. The feasibility and effectiveness of the proposed method are illustrated. In this paper, a method of selecting third-party logistics service providers with different evaluation index sets is proposed, which provides a useful method for the selection of third-party logistics service providers in reality. Can help enterprises to select a suitable logistics partner. In addition, the research of this paper takes into account the situation of multi-participation and the difference of evaluation index set, enriches and improves the research on the selection method of third-party logistics service provider, and also provides the train of thought and method for the research of the same type of scheme selection method.
