江苏省苏州市吴江区食品安全监管模式研究

【摘要】:食品安全问题是世界各国关注的焦点,近年来我国对该问题关注的层度也越来越高。江苏省苏州市吴江区位于长江中下游地区,是我国经济最发达地区之一,食品生产、消费经济活跃,区内食品安全监管体制多年来随国家食品安全体制改革历经四次变化,目前执行的是“分段监管为主、综合监管相结合的”监管模式,在现有模式下虽然食品安全监管工作取得较好成绩,但是食品安全监管各环节仍然存在不少缺陷,这与当前监管体制不完善有着密切关系。2013年国务院颁布的机构改革和职能转变方案,确定对食品安全实行合并监督管理。这为完善本地食品安全监管体制提供了新的发展机遇。 本文共分五章。第一章交代研究的背景、目的和意义。介绍国内外研究现状、研究思路及主要研究方法。第二章为理论概述,介绍在食品安全监管方面的相关理论,及法律、法规规定。第三章为国内外监管模式分析,介绍我国食品安全监管体制发展历程,国际、国内具有代表性的做法及比较,分析我国食品安全监管的缺陷。第四章我区现有监管体系的发展历程、基本内容、取得的工作成果、存在的不足。第五章就即将开始的新一轮机构改革提出实施建议。最后总结全文,对未来作出展望。 本文的研究,意在通过介绍和比较国际国内在食品安全监管方面的理论和实际做法,分析苏州市吴江区在食品安全监管模式上存在的优势和不足。为现阶段实施好地方食品安全监管体制改革提供建议。
[Abstract]:Food safety is the focus of attention all over the world. In recent years, our country pays more and more attention to this issue. Located in the middle and lower reaches of the Yangtze River, Wu Jiang District of Suzhou City in Jiangsu Province is one of the most developed regions in China. The food production and consumption economy is active. The food safety supervision system in the region has undergone four changes over the years with the reform of the national food safety system. At present, we are implementing a regulatory model of "subsection supervision, integrated supervision". Although food safety supervision has achieved good results in the existing mode, there are still many defects in all aspects of food safety supervision. This is closely related to the imperfections of the current regulatory system. In 2013, the State Council promulgated a plan for institutional reform and functional transformation, establishing a consolidated supervision and management of food safety. This provides a new development opportunity for perfecting the local food safety regulatory system. This paper is divided into five chapters. The first chapter describes the background, purpose and significance of the study. This paper introduces the current research situation, research ideas and main research methods at home and abroad. The second chapter is an overview of the theory of food safety supervision, as well as laws and regulations. The third chapter is the analysis of the domestic and foreign regulatory models, the introduction of the development of China's food safety regulatory system, the international and domestic representative practices and comparisons, and the analysis of the defects of China's food safety supervision. The fourth chapter is the development course, basic content, achievements and shortcomings of the existing supervision system in our area. The fifth chapter puts forward some suggestions on the implementation of the new round of institutional reform. Finally, the paper summarizes the full text and makes a prospect for the future. The purpose of this paper is to analyze the advantages and disadvantages of the food safety supervision model in Wu Jiang district of Suzhou by introducing and comparing the theory and practice of food safety supervision at home and abroad. For the current implementation of local food safety regulatory system reform to provide advice.
