煤矿区国土资源利用规划协调度评价研究

【摘要】:近年来,我国国土资源供需与分配矛盾有愈演愈烈之势,耕地保护与城市建设、土地供给与经济增长、粮食安全与工业发展等问题逐渐突出。而在管理上,专项规划间存在严重的各自为政现象,给上述问题的解决设置了层层障碍。为突破限制瓶颈,协调规划成为解决这些矛盾的一个有效手段,而协调度评价是分析专项规划间差异程度,确定综合发展目标,,建立协调规划体系的重要环节。 煤矿区协调利用是一个相对复杂的空间复合问题,同一时空范围内的相互影响导致土地、矿产、空间资源不可能均被完全利用,只能实现综合效益的最大化,可持续发展要求在各自的专项规划中做到相互协调、相互配合、共同作用,利用科学规划引导其节约集约利用。煤矿区国土空间利用规划协调技术是基于上述情况,在建设社会主义和谐社会的背景下,力求通过“土地利用总体规划”、“城市总体规划”和“矿区总体规划”三规协调配合,减少矛盾与冲突,保障发展,促进资源协调可持续利用。通过建立协调规划框架体系用以整合各种资源,促进规划之间的顺承与衔接。本文主要分析三规间不协调主要原因,并初步提出规划协调度评价框架,尝试对沛县国土资源利用规划协调程度进行评价,并针对沛县主要煤矿区域——大屯矿区进行优化分析。 首先,明晰煤矿区国土空间管理的主要规划,通过分析主要规划的概念定义和发展历程,找出现阶段空间协调利用规划在编制与执行过程中的矛盾点,初步提出相应的优化思想。其次,针对沛县最新一轮的土地利用总体规划、城镇规划、矿产资源规划,从规划编制、规划管控、规划外部性、规划效果等四个方面依托中部平原高潜水位区区域特征进行扩展,利用层次分析法确定已选取指标的权值,计算规划综合分值以及评价协调发展程度。 通过协调度模型计算沛县空间规划自2004~2012年的协调发展程度,分析计算结果得出三规划的主要冲突与矛盾年份,寻求煤矿区国土资源协调利用规划优化的切入点。评价结果显示在2004年至2012年的评价区间年份内,初期规划协调程度较低,三规总体协调程度、土规和城规、城规和矿规处于失调状态。在2006-2008年间,各协调评价单元依次达到勉强协调水平,至2010年之后各协调程度达到中度协调状态。土规和矿规一直处于勉强协调水平之上,包含城规的协调度评价结果差异较大,究其原因是城镇规划的综合分值变化幅度大,从2004年至2012年间增长近8倍,同期内土规和矿规只增长了不足2倍。城镇规划的综合分值与其余两规划的发展不同步是造成规划协调度较低的原因,而城镇规划综合分值在评价初期较低的原因则是在最近十年间存在规划编制基期不一致,进而导致规划的主要依据、规划目标、规划时限等几个问题均无法统一。同时,规划评价初期多数社会经济与城镇建设指标处于较差状态,标准化后指标值接近于0,后期增长迅速实现反超。 最后在沛县煤矿主要区域—大屯矿区建立以《主体功能区规划》为依托,构建三规相协调的煤矿区国土资源协调利用空间规划框架,并对最新一轮的土地规划、城镇规划、矿产资源规划提出修改意见以及发展建议。
[Abstract]:In recent years, the contradiction between supply, demand and distribution of land and resources in China has become more and more serious. The problems of cultivated land protection and urban construction, land supply and economic growth, food security and industrial development have gradually become prominent. Coordination planning is an effective means to solve these contradictions, and the evaluation of coordination degree is an important link to analyze the degree of difference between special planning, determine the comprehensive development goals and establish a coordinated planning system.
Coordination and utilization of coal mining area is a relatively complex spatial composite problem. The mutual influence in the same space-time range leads to the fact that land, mineral resources and space resources can not be fully utilized, and only the maximization of comprehensive benefits can be achieved. Sustainable development requires mutual coordination, coordination, joint action and utilization of Science in their respective special planning. Under the background of building a harmonious socialist society, the coordination technology of land and space utilization planning in coal mining areas is based on the above situation, and strives to reduce contradictions and conflicts and ensure development by coordinating and coordinating the three plans of "overall land use planning", "overall urban planning" and "overall mining area planning". To promote the coordinated and sustainable utilization of resources, a coordinated planning framework system is established to integrate various resources and promote the succession and cohesion of planning. This paper mainly analyzes the main reasons for the inconsistency among the three regulations, and preliminarily puts forward the evaluation framework of planning coordination degree, and tries to evaluate the coordination degree of land and resources utilization planning in Peixian County. Firstly, the main planning of land and space management in coal mining area is clarified, and the contradiction points in the process of compiling and executing the space coordinated utilization planning are found out by analyzing the concept definition and development process of the main planning. Then, the corresponding optimization ideas are put forward. Secondly, the latest round of land use master planning, town planning, and mining in Peixian County are discussed. The planning of production and resources relies on the regional characteristics of the high phreatic water level area in the central plain from four aspects of planning compilation, planning management and control, planning externality and planning effect. The weights of selected indicators are determined by the analytic hierarchy process (AHP), and the comprehensive score of the planning is calculated and the degree of coordinated development is evaluated.
The coordinated development degree of Peixian spatial planning from 2004 to 2012 was calculated by the coordination degree model, and the main conflict and contradiction years of the three plans were obtained by analyzing the calculation results. The cut-in point of planning optimization for coordinated utilization of land and resources in coal mining areas was sought. The evaluation results showed that the coordination degree of initial planning was within the evaluation interval years from 2004 to 2012. In 2006-2008, the coordination evaluation units reached a barely coordinated level in turn, and after 2010, the coordination degree reached a moderate coordinated state. The soil regulations and mining regulations have been at a barely coordinated level, including the coordination evaluation results of the urban regulations. The reason for the difference is that the comprehensive score of urban planning has changed greatly, increasing nearly eight times from 2004 to 2012, and the soil and mining regulations have only increased less than two times in the same period. The reason for the lower period is that the base period of planning is not consistent in the last ten years, which leads to the main basis of planning, planning objectives, planning time limits and other issues can not be unified.
