中部地区高技术产业技术创新效率评价研究

【摘要】:高技术产业是指研究与开发在生产或服务中起到关键作用的产业。随着世界经济全球化的发展,科技发展越来越受到各国的重视,高技术产业也成为各国竞争的焦点。在这个关键时期,我国也十分重视高技术产业的发展,“十二五”规划中明确提出要大力发展战略新兴高技术产业、推动传统产业升级、加快发展现代化的服务业,全面提升我国高技术产业的核心竞争力。 本文在前人的基础上,首先对高技术产业作了界定,接着介绍了技术创新理论和区域创新理论的相关概念。其次,本文运用DEA方法,选取2010-2012年的投入-产出数据对我国中部地区高技术产业创新效率作了静态分析。然后,本文运用Malmquist指数分析方法,选取1995-2010年的投入数据和1997-2012年间的产出数据对我国中部地区高技术产业创新效率基于地区和行业两个维度进行了动态研究。最后,本文就上述研究分析得出了一些结论:中部地区高技术产业的创新效率水平相比东部地区还不是很高,还需要进一步加强技术资源的投入力度。针对相关结论,本文对提高我国中部地区高技术产业创新效率水平得出了一些对策建议。
[Abstract]:High-tech industry refers to the industry in which R&D plays a key role in production or service. With the development of world economic globalization, the development of science and technology has attracted more and more attention from all countries, and the high-tech industry has become the focus of competition. The plan clearly proposes that we should vigorously develop strategic emerging high-tech industries, promote the upgrading of traditional industries, accelerate the development of modern services, and comprehensively enhance the core competitiveness of China's high-tech industries.
On the basis of predecessors, this paper firstly defines high-tech industries, then introduces the relevant concepts of technology innovation theory and regional innovation theory. Secondly, this paper uses DEA method to analyze the innovation efficiency of high-tech industries in central China by using input-output data from 2010 to 2012. The index analysis method selects the input data from 1995 to 2010 and the output data from 1997 to 2012 to study the innovation efficiency of high-tech industries in central China dynamically based on the two dimensions of region and industry. Compared with the eastern region, it is not very high, but also needs to further strengthen the input of technical resources. In view of the relevant conclusions, this paper puts forward some countermeasures and suggestions to improve the innovation efficiency of high-tech industries in the central region of China.
