坚持底线思维破解发展大都市区的体制障碍

【摘要】：在美国发生页岩油气革命后,应以石油对外依存度为底线来谋划我国的城镇化战略。发展大都市区应是我国城镇化的方向。目前我国的城镇化已经进入大都市区化的发展阶段,但《国家新型城镇化规划(2014-2020年)》对该发展阶段存在的多方面体制障碍缺乏清醒认识。在现有体制下大都市区内碎片化的政府治理,已经成为发展大都市区的重大障碍,迫切需要优化我国部分大城市的行政区划。
[Abstract]:After the shale oil and gas revolution in America, we should plan our country's urbanization strategy based on the external dependence of oil. The development of metropolitan areas should be the direction of urbanization in China. At present, China's urbanization has entered the development stage of metropolitan area, but the National New urbanization Plan (2014-2020) lacks a clear understanding of the various institutional obstacles in this stage of development. The fragmentation of government governance in metropolitan areas under the existing system has become a major obstacle to the development of metropolitan areas, and it is urgent to optimize the administrative divisions of some major cities in China.
