兵团城市化空间布局与工业化协调发展研究

【摘要】：兵团城市化空间布局是兵团推动城市化的重要载体，促进其与工业化发展相协调对于兵团社会经济实现跨越式发展有重要的影响。在兵团特殊体制和特殊环境下，把握好城市化空间合理布局与工业化协调互动发展规律、促进两者协同发展对推进兵团“三化”及“建城戍边”目标的实现意义重大，也是当前急需解决的一项重要任务。本文从兵团城市化与工业化发展的历程和现状出发，构建相应的指标体系，评价兵团城市化空间布局特征及工业化空间分异特征，分析兵团城市化空间布局与工业化互动影响关系，对兵团城市化与工业化协调发展所处阶段进行判断，并运用IU值测度方法和协调度评价模型，对兵团各区域城市化和工业化协调发展水平进行分析，对兵团城市化与工业化的协调发展空间格局进行判断，并在此基础上对兵团城市化空间布局与工业化发展协调性进行综合分析，并根据研究的结果，结合兵团实际发展现状提出促进兵团城市化空间布局与工业化进一步协调发展的政策建议。本文的主要研究结果为：第一，兵团城市化空间布局表现出区域间差异不断拉大的特征，且各个区域内的发展趋势存在较大差异，兵团工业化空间分异性不断明显；第二，当前兵团城市化与工业化的协调互动发展处于初级阶段，兵团工业化是城市化的主要动力，城市化对工业化发展的推动较小；第三，兵团城市化与工业化协调发展的空间格局在区域间不平衡，城市化与工业化协调发展水平存在差异。本文的主要结论为：第一，兵团城市化空间布局与工业化发展现状符合当前工业化发展阶段城市化应有的特征，兵团整体城市化空间布局与工业化发展协调性较好；第二，兵团城市化空间布局与工业化发展协调性还有优化的空间，兵团各师中有部分师的城市化、工业化发展水平较差，综合发展水平评价值较低且不断下降，城市化与工业化协调发展情况也处于恶化的趋势，如果这些师的城市化与工业化协调发展趋势长期没有得到逆转，最终将不利于兵团城市化空间布局与工业化发展保持协调；第三，，基于宏观政策的兵团城市化空间布局导向与工业化发展存在不协调的现象，兵团行政设立城市的做法能够在短期内带动区域城市化与工业化的发展，但是长期内如果行政设立的区域中心不能形成工业集聚点，反而会推动城市化与工业化的互动发展关系向不协调的方向发展。
[Abstract]:The spatial layout of urbanization is an important carrier for promoting urbanization, and the coordination between urbanization and industrialization has an important impact on the realization of leap-forward development of social economy in Bingtuan. Under the special system and environment of the Corps, it is of great significance to grasp the law of coordinated and interactive development of urbanization space and industrialization, and to promote the coordinated development of the two, which is of great significance to the realization of the objectives of "three modernizations" and "building cities and garrisoning the border" of the Corps. It is also an important task that needs to be solved urgently. Based on the course and present situation of urbanization and industrialization, this paper constructs a corresponding index system to evaluate the spatial distribution characteristics of urbanization and the spatial differentiation of industrialization in Bingtuan. Based on the analysis of the relationship between spatial distribution of urbanization and industrialization, the phase of coordinated development of urbanization and industrialization in Bingtuan is judged, and the IU value measurement method and coordination degree evaluation model are used. The coordinated development level of urbanization and industrialization in various regions of the Corps is analyzed, and the spatial pattern of coordinated development of urbanization and industrialization in Bingtuan is judged. On this basis, the coordination of urbanization spatial layout and industrialization development of the Corps is comprehensively analyzed, and based on the results of the research, Combined with the actual development of the bingtuan, this paper puts forward some policy suggestions to promote the further coordinated development of the spatial layout of urbanization and industrialization of the bingtuan. The main results of this paper are as follows: first, the spatial distribution of urbanization of the Corps shows the characteristics of widening regional differences, and there are great differences in the development trend of each region, and the spatial differentiation of industrialization of the Corps is becoming more and more obvious; second, At present, the coordinated and interactive development of urbanization and industrialization in the Bingtuan is in the primary stage. Industrialization is the main driving force of urbanization, and urbanization has a relatively small impact on the development of industrialization. Third, The spatial pattern of coordinated development of urbanization and industrialization in Bingtuan is unbalanced in different regions, and the level of coordinated development between urbanization and industrialization is different. The main conclusions of this paper are as follows: first, the spatial layout of urbanization and the status quo of industrialization of the Corps accord with the characteristics of urbanization in the current stage of industrialization development, and the overall spatial layout of urbanization and the development of industrialization of the Corps are in good coordination; second, There is also room for optimization in the coordination between the spatial layout of urbanization and the development of industrialization. Some of the divisions of the Corps are urbanized, the level of industrialization development is poor, and the evaluation value of comprehensive development level is low and declining. The coordinated development of urbanization and industrialization is also in the trend of deterioration. If the coordinated development trend of urbanization and industrialization of these divisions has not been reversed for a long time, it will ultimately be unfavorable for the spatial layout of urbanization and the coordinated development of industrialization. Thirdly, there is a phenomenon that the spatial layout of urbanization based on macro policy does not coordinate with the development of industrialization. The practice of establishing cities in the administrative of the Corps can promote the development of regional urbanization and industrialization in a short period of time. But in the long run, if the administrative regional center can not form the industrial agglomeration point, it will promote the interactive development of urbanization and industrialization to the direction of disharmony.
