以城乡等值化实现就地城镇化——山东青州南张楼村的案例研究

【摘要】：中国的城镇化主要表现为农村人口向城镇的转移,然而这并非城镇化的唯一模式。山东省青州市南张楼村以"城乡等值化"实现了就地城镇化,即通过城乡之间生活"不同类但等值",从而探索出了城镇化的一种新模式。"城乡等值化"是中国的目标模式,也是中国城乡统筹发展、城乡一体化发展的必然结果。"就地城镇化"可以作为城镇化的一种模式,以乡镇为单位推进土地整理和规划,推进乡镇与中小城市和大中城市的等值化,吸收农村劳动力转移到小城镇。
[Abstract]:China's urbanization is mainly characterized by the transfer of rural population to cities and towns, but this is not the only mode of urbanization. Nanzanglou Village in Qingzhou City of Shandong Province has realized local urbanization by "urban-rural equivalence", that is, through "different classes but equivalent" of life between urban and rural areas, a new model of urbanization has been explored. " The equalization of urban and rural areas "is the goal mode of China, and the inevitable result of the overall development of China's urban and rural areas and the integration of urban and rural areas." Local urbanization can be regarded as a mode of urbanization, in which land consolidation and planning are promoted in units of towns and townships, equalization between towns and small and medium-sized cities and large and medium-sized cities is promoted, and rural labor force is absorbed and transferred to small towns.
