我国城镇保障性住房制度的绩效分析与对策研究

【摘要】：世界各国无论其发展水平如何，几乎都将居民的住房问题视为一项重大的民生问题，它不仅影响国家的经济发展，也关乎社会的和谐与稳定。为解决城镇居民的住房问题，我国政府不断深入推进住房制度的改革进程，并逐步减少了政府通过行政计划直接干预房地产市场的力度，市场机制在我国的房地产市场中所起到的作用不断加强。但是，市场作为调节住房资源配置的手段并不是万能的，市场失灵在所难免，广大中低收入群体的住房困难问题难以仅仅通过市场调节的作用加以解决。尤其是在我国城镇住宅价格快速攀升的情况下，广大中低收入群体的住房困难问题越来越突出，由此导致的社会矛盾也越来越多。因此，我国政府适时推出了旨在解决这部分住房困难群体的住房问题、促进社会和谐与稳定的保障性住房制度。从一定程度上讲，该保障性住房制度有助于缓解我国住房困难家庭的住房问题。然而，我国的保障性住房制度一方面面临着政策本身的发展不完善的困境，，另一方面也面临着相关政策不能有效实施的困境，保障性住房制度的实施绩效一直难以令人满意。综上所述，结合我国保障性住房制度发展的历史及现状对我国保障性住房制度进行分析，根据我国目前保障性住房制度实施的具体情况，不断创新思路，探索构建一个更为完善的保障性住房制度具有深远的意义。从理论意义上讲，本文通过构建我国保障性住房制度的绩效分析体系，深入分析了我国保障性住房制度的实施绩效，在很大程度上弥补了我国保障性住房制度理论研究的不足，不仅有助于完善我国保障性住房制度的理论框架，丰富我国保障性住房理论的研究成果，而且也能够为完善我国社会保障体系提供理论支撑。同时，本文也在一定程度上有助于指导建立并完善与我国保障性住房制度建设相关的法律法规。从现实意义上讲，对于保障性住房制度的理论研究可以更好地服务于保障性住房建设的社会实践，更好地保障中低收入群体的基本住房需求、促进其安居乐业并推动我国和谐社会的稳步发展，为发现并解决我国保障性住房制度中存在的问题找到切实可行的办法。近年来，我国政府和广大学者都越来越重视我国城镇居民的保障性住房的发展问题，然而目前还没有学者对我国保障性住房制度进行全面的绩效分析。本篇论文试图从分析我国保障性住房制度的历史演变及其现实发展状况入手，创新性地建立我国保障性住房的绩效分析体系来对我国保障性住房制度实施的绩效情况进行分析，本文的主要内容可以概括为：第一，本文研究的重要借鉴。本文系统介绍了国内外学者对保障性住房的主要研究内容和相关成果，并对国内研究进行了客观评述，这是本文研究的重要借鉴。第二，本文的研究基础。首先，回顾了我国保障性住房制度的历史；其次，通过解读政策、结合我国的具体实际，分析了我国保障房建设的现状。这部分为之后的分析奠定了基础。第三，探索我国保障性住房制度的绩效。本部分建立了我国保障性住房制度的绩效评价体系，根据各个指标在我国保障性住房制度中的重要程度设计权重，客观评价了我国保障性住房制度的实施绩效，并分析了我国保障性住房制度绩效不佳的原因。第四，对典型国家保障房政策成果的经验借鉴。该部分内容分析了美国、日本、新加坡推行的住房保障制度的优势和不足，为我国保障性住房制度的建设和完善提供了重要的经验借鉴。第五，完善我国保障性住房制度的对策建议。本部分在以上内容分析的基础上，为完善我国保障性住房制度提出了适合我国国情的对策和建议。
[Abstract]:Regardless of the level of development of the world, the housing problem of the residents is regarded as a major livelihood problem, which not only affects the economic development of the country but also the harmony and stability of the society. In order to solve the housing problem of the urban residents, our government continuously advances the reform process of the housing system, and gradually reduces the strength of the government to directly intervene in the real estate market through the administrative plan, and the market mechanism plays an important role in the real estate market in our country. However, the market as a means of adjusting the allocation of housing resources is not omnipotent, the market failure is inevitable, the problem of housing difficulties of low-and middle-income groups is difficult to be solved simply by the role of market regulation. Especially in the case of the rapid rise of urban residence price in our country, the problem of housing difficulty of low-and-middle-income groups is more and more prominent, which leads to more and more social contradictions. Therefore, our government timely launched the housing system aimed at solving the housing problem of this part of housing, promoting social harmony and stability. To some extent, the affordable housing system contributes to the alleviation of housing problems in housing difficult families in our country. However, on the one hand, China's supportability housing system is confronted with the dilemma of imperfect development of the policy itself, and on the other hand, it faces the dilemma that the relevant policies can not be effectively implemented, and the implementation performance of the affordable housing system has always been unsatisfactory. To sum up, in combination with the history and present situation of the development of China's indemnificatory housing system, this paper analyzes the housing system of China's indemnificatory housing system, and constantly innovates according to the specific conditions of our country's current guarantee housing system.
