我国新型城镇化趋势下的保障房建设研究

【摘要】:近年来,随着我国新型城镇化的高速发展,新增城镇人口规模巨大,房价的多年持续高涨使得越来越多的城镇中低收入群体无法自己解决住房问题。为解决他们的住房需求,国家加大了对保障房的投入,进行大规模建设。“十二五”期间,计划在全国内建设3600万套的保障房,前三年的建设任务都实现了超额完成。这对解决城镇中低收入群体的住房问题,起了很大作用。但多年来,在保障房建设中出现了很多问题,如建设资金短缺、土地供应不足、分配不公现象不断等。随着新型城镇化的高速发展,保障房建设将面临更多更大的挑战,如何应对这些挑战是目前急需解决的问题。 本文首先对保障房建设和我国城镇化发展的历程和现状进行了综述,在此基础上,对保障房建设在新型城镇化趋势下面临的挑战进行了分析,得出主要面临着保障房建设需求增加、任务繁重;保障房建设资金来源单一,资金缺口较大;保障房体系需要完善,需确立适合的保障房模式和保障比例;保障房制度建设亟需加强等多方面问题。据此展开分析,,指出了保障房建设顶层设计的重要性和必要性,并提出解决办法:一是规范保障房模式,建立以公租房为建设模式的保障房体系;二是扩大融资渠道,引进社会资本;三是基于新型城镇化背景对今后住房保障比例进行了量化分析;四是要加强保障房制度建设。通过建立相关法律体系、完善保障房建设的各种制度,从总体上提高保障房制度的强制力和规范性,在此基础上,完善保障房建设过程中的各种具体制度。本文对于新型城镇化趋势下保障房建设面临的重大挑战进行深入研究并提出了解决的相关策略建议,以期为相关政府部门提供参考,促进我国保障房建设的健康可持续发展。
[Abstract]:In recent years, with the rapid development of new urbanization in our country, the new urban population is huge, and the housing price keeps rising for many years, which makes more and more low and middle income groups in cities and towns unable to solve the housing problem themselves. In order to solve their housing needs, the state increased investment in indemnificatory apartment, large-scale construction. During the 12th Five-Year Plan period, indemnificatory apartment, who plans to build 36 million sets in the whole country, has overfulfilled all the construction tasks in the first three years. This has played a great role in solving the housing problems of low-and middle-income groups in cities and towns. But over the years, there have been many problems in indemnificatory apartment construction, such as shortage of construction funds, insufficient land supply, unfair distribution and so on. With the rapid development of new urbanization, indemnificatory apartment will face more and more challenges. Firstly, this paper summarizes the course and present situation of indemnificatory apartment construction and urbanization development in China, and then analyzes the challenges that indemnificatory apartment construction faces under the new urbanization trend. The conclusion is that indemnificatory apartment's construction demand is increasing and the task is heavy; indemnificatory apartment's construction fund source is single and the fund gap is large; indemnificatory apartment's system needs to be perfected, and the suitable mode and guarantee ratio should be established. Indemnificatory apartment system construction urgently needs to strengthen and so on many aspects question. Based on the analysis, this paper points out the importance and necessity of indemnificatory apartment's construction of top-level design, and puts forward some solutions: first, standardizing the indemnificatory apartment model and establishing a system of indemnificatory apartment with public rental housing as the construction mode; second, expanding the financing channels. Introduction of social capital; third, based on the background of new urbanization of the future housing security ratio quantitative analysis; fourth, to strengthen the construction of indemnificatory apartment system. Through the establishment of relevant legal system, improve indemnificatory apartment construction of various systems, from the overall improvement of the mandatory and normative system, on the basis of this, improve the construction process of all kinds of specific systems. In this paper, the major challenges faced by indemnificatory apartment under the trend of new urbanization are studied in depth, and the relevant strategies are put forward in order to provide reference for relevant government departments and to promote the healthy and sustainable development of the construction of indemnificatory apartment in China.
