我国保障房建设融资的银行理财产品模式研究

【摘要】:目前我国正积极推进城镇化,但越调越高的房价成为城镇化推进的一大制约。国家为控制房地产业稳健发展,正加大力度解决人民的住房保障问题,最受人们关注的便是保障性住房的建设。但如果没有大量长期持续的资金供应,保障性住房是很难健康发展的。目前我国运用在保障性住房融资领域的融资工具和渠道比较少,要想顺利推进保障房的建设,拓展融资渠道是当务之急。 而另外一个备受民生关注的则是发展非常迅速的银行理财产品。随着居民财富的不断增长,居民的投资意识逐渐加强,银行理财产品便成了很多居民的投资首选。但目前银行所提供的理财产品同质化严重,并且多采用资金池管理,产品设计日益复杂,风险也渐趋加大。相反,如有一款理财产品投资方向明确,风险收益可控,更能迎合普通百姓的投资需求。 房地产投资信托基金(REITs)作为一款新型的金融产品,在房地产融资方面具有很大的优势,并且在全球很多地区得到很好的发展,但是在我国却因为相关法律法规、税收制度等方面不完善而存在极大的融资困境。鉴于我国保障房融资难、理财产品同质化严重的市场环境,本文在保留REITs优势的基础上,创新设计一款参与保障房建设的理财产品,充分发挥商业银行在保障房建设中的作用。本文详细描述了保障房建设融资的理财产品的设计、风险防范以及具体的模式运用,明确了银行的职责,并制定相关制度来保障投资者的权益。相信这一理财产品不仅能丰富保障房建设的融资渠道,提高融资效率,也能够丰富我国的理财产品,满足居民对理财产品的旺盛需求。
[Abstract]:At present, China is actively promoting urbanization, but the higher housing prices become a major constraint of urbanization. In order to control the steady development of the real estate industry, the country is increasing efforts to solve the housing security problem of the people, the most concerned is the construction of affordable housing. But without a large amount of long-term and sustained funding, affordable housing is difficult to develop healthily. At present, there are few financing tools and channels used in the field of affordable housing financing in our country. It is urgent to expand financing channels in order to promote indemnificatory apartment's construction smoothly. And another people's livelihood concern is the rapid development of banking financial products. With the increasing of residents' wealth and the strengthening of their investment consciousness, bank financial products have become the first choice of investment for many residents. But at present, the financial products provided by banks are homogenized seriously, and more fund pool management is used, the product design is becoming more and more complex, and the risk is gradually increasing. On the contrary, if a wealth management product investment direction is clear, the risk income is controllable, can meet the investment demand of ordinary people more. As a new type of financial product, Real Estate Investment Trust Fund (REITs) has great advantages in real estate financing and has been developed well in many parts of the world. However, in China, because of the relevant laws and regulations, The tax system and other aspects are not perfect and there are great financing difficulties. In view of indemnificatory apartment's difficulty in financing and the serious homogenization of financial products in China, this paper, on the basis of retaining the advantages of REITs, innovates and designs a financial management product to participate in the construction of indemnificatory apartment, giving full play to the role of commercial banks in the construction of indemnificatory apartment. This paper describes in detail the design, risk prevention and application of financial management products for indemnificatory apartment's construction and financing, clarifies the responsibilities of banks, and formulates relevant systems to protect the rights and interests of investors. It is believed that this financial product can not only enrich the financing channels built by indemnificatory apartment, improve the financing efficiency, but also enrich the financial products of our country, and meet the strong demand of the residents for the financial products.
