温州市新生代农民工人力资源现状与管理问题研究

【摘要】:随着时代的不断推进,经济的不断发展,劳动力资源对经济的推动作用是不言而喻的,其中,农民工是这支大军的中重要组成部分,对中国经济增长的贡献不言而喻。随着时间的推移,1980年后出生的新生代农民工逐步成为这支特色分军的主力,影响着全国的经济增长态势,尤其是作为全国流入人口最多的城市之一——温州,其经济的发展变化趋势与新生代农民工人力资源的数量、质量有着密切的关系。把握温州市新生代农民工人力资源的现状,了解他们的需求和困难,管理好新生代农民工人力资源,成为了相关管理部门和新生代农民工用人单位共同关注的焦点。 当前,,国际经济形式剧烈变化,国内经济转型发展、产业转型升级呼声渐高,作为国内经济发展“排头兵”的温州也在筹划新一轮的产业发展布局,温州经济对新生代农民工的劳动技能提出了一个全新的要求,而学历不高、技能提升有限的新生代农民工如何适应这一变化,是温州的新生代农民工人力资源管理部门亟需思考的问题。当下,温州的新生代农民工数量已经达到一定的规模,各用人单位也初步形成了自己的一套管理方式、培训制度等,但在新生代农民工人力资源管理的理念、方法、技巧上,仍存在一定的误区和不科学,势必会影响用人单位的经济效益及发展前景。研究其产生的原因及有可能带来的影响,并积极努力地提出相应的解决对策,就具有十分重要的意义。 本论文首先对温州市新生代农民工人力资源管理的研究背景作了简要介绍,结合国内外现有的研究基础,界定了新生代农民工和人力资源的概念,以抽样调查的方式分析了温州市现有新生代农民工人力资源现状,摸清该群体的特征,并与1980年之前出生的农民工进行比对,充分了解新生代农民工的独特性,以走访座谈的形式了解了温州市新生代农民工用人单位在人力资源管理方面的情况,分析其产生的影响,并提出相对应的解决措施,以期能提高新生代农民工人力资源管理的效率。
[Abstract]:With the development of the times and the development of the economy, the role of labor resources in promoting the economy is self-evident. Among them, migrant workers are an important part of this army, and their contribution to China's economic growth is self-evident. With the passage of time, the new generation of migrant workers born after 1980 gradually became the main force of this special army, which affected the economic growth of the whole country, especially Wenzhou, one of the most populous cities in the country. The development trend of its economy is closely related to the quantity and quality of the human resources of the new generation of migrant workers. To grasp the current situation of the new generation of migrant workers in Wenzhou, to understand their needs and difficulties, and to manage the human resources of the new generation of migrant workers have become the common focus of the relevant management departments and the new generation of migrant workers employing units. At present, the international economic form is changing dramatically, the domestic economy is transforming and developing, and the voice of industrial transformation and upgrading is gradually rising. Wenzhou, as the "vanguard" of domestic economic development, is also planning a new round of industrial development layout. Wenzhou's economy has put forward a new demand for the labor skills of the new generation of migrant workers, and how the new generation of migrant workers with low academic qualifications and limited skills upgrading can adapt to this change. Wenzhou's new generation of migrant workers human resources management departments urgently need to think about. At present, the number of the new generation of migrant workers in Wenzhou has reached a certain scale, and each employing unit has initially formed its own set of management methods, training systems, etc., but in the concept, methods and skills of the human resources management of the new generation of migrant workers, There are still some misunderstanding and unscientific, which will inevitably affect the economic benefits and development prospects of employers. It is of great significance to study the causes and possible effects and to put forward the corresponding countermeasures. Firstly, this paper briefly introduces the research background of the new generation of migrant workers' human resource management in Wenzhou, and defines the concept of the new generation of migrant workers and human resources according to the existing research basis at home and abroad. This paper analyzes the present human resource situation of the new generation of migrant workers in Wenzhou by sampling survey, finds out the characteristics of this group, and compares it with the migrant workers born before 1980, so as to fully understand the uniqueness of the new generation of migrant workers. In the form of a visit to the forum, this paper understands the situation of the new generation of migrant workers in Wenzhou in terms of human resource management, analyzes its impact, and puts forward corresponding solutions.
