基于DEA-FCE的商业地产项目实施阶段绩效评价研究

【摘要】:近年来,我国商业地产得以迅速发展,究其原因主要体现在两个方面:一方面,住宅地产发展放缓,地产开发商将注意力逐渐向商业地产领域转移;另一方面,由于人民经济生活水平提高对导致的物质需求增加,促使商业地产的迅速发展。然而,商业地产项目的绩效管理水平与其发展速度并不匹配,与国外发达国家相比,我国商业地产的绩效管理水平仍然十分落后。在商业地产的理论研究方面,,国内外学者对商业地产的研究的主要集中在商业地产的开发运营阶段研究以及项目建成后的运营情况评价,缺乏针对商业地产项目的实施阶段绩效水平的研究。 项目实施阶段主要包括施工单位的选择、建设过程控制、交付后的服务质量控制三个阶段,本文主要对项目实施过程中的施工单位的选择和建设过程控制两方面对商业地产项目实施阶段绩效水平进行研究。在项目的实施过程中,施工单位是项目建设的主体,施工单位的综合水平对项目最终的绩效成果有很大影响,施工单位的选择是实施阶段绩效评价的基础。本文基于DEA—FCE评价方法对施工单位进行选择,从项目实施阶段的第一步开始对商业地产项目实施阶段绩效进行评价。 从开发商在项目实施阶段的施工单位选择和建设过程控制方面出发,对商业地产项目在实施阶段的整体绩效进行评价。在施工单位选择方面,以“5E”原则为基础,基于DEA-FCE的评价方法建立评价模型,对施工单位进行合理性选择。在项目建设过程控制方面,针对施工单位选择阶段的最优施工单位,对其施工工艺过程分阶段进行项目绩效评价。根据分析评价结果调整下阶段的施工管理,从而达到建设项目整体绩效最优。最后以某大型商业地产项目为例,对其实施阶段的绩效水平进行实证分析,并提出绩效改善建议。
[Abstract]:In recent years, China's commercial real estate has developed rapidly, the main reasons are reflected in two aspects: on the one hand, the development of residential real estate slowed down, real estate developers will gradually shift their attention to the commercial real estate field; On the other hand, due to the improvement of the people's economic living standards, the material demand increases, which promotes the rapid development of commercial real estate. However, the performance management level of commercial real estate projects does not match its development speed. Compared with developed countries, the performance management level of commercial real estate in China is still very backward. In the theoretical research of commercial real estate, the research of domestic and foreign scholars on commercial real estate mainly focuses on the development and operation stage of commercial real estate and the evaluation of the operation situation after the completion of the project. Lack of research on the performance level of commercial real estate project implementation phase. The project implementation stage mainly includes three stages: the selection of the construction unit, the construction process control, and the service quality control after delivery. This paper mainly studies the performance level of commercial real estate project implementation stage from two aspects: the selection of construction unit and the construction process control in the process of project implementation. In the process of implementing the project, the construction unit is the main body of the project construction, the comprehensive level of the construction unit has a great impact on the final performance of the project, and the selection of the construction unit is the basis of the performance evaluation in the implementation stage. This paper selects the construction unit based on the DEA-FCE evaluation method and evaluates the performance of the commercial real estate project from the first step of the project implementation stage. This paper evaluates the overall performance of commercial real estate projects in terms of the selection of construction units and the construction process control in the stage of project implementation. In the selection of construction units, based on the "5e" principle, the evaluation model is established based on the evaluation method of DEA-FCE, and the rational selection of construction units is carried out. In the aspect of project construction process control, aiming at the optimal construction unit in the stage of construction unit selection, the project performance evaluation of the construction process is carried out in stages. According to the analysis and evaluation results, the construction management in the next stage is adjusted to achieve the optimal overall performance of the construction project. Finally, taking a large commercial real estate project as an example, the paper makes an empirical analysis of the performance level in the implementation stage, and puts forward some suggestions for performance improvement.
