城乡统筹视角下的合肥城镇化研究

【摘要】：城镇化对一个地区的经济和社会发展具有重要的作用,尤其是城镇作为区域经济发展的引擎和增长极,对周边区域具有极大的辐射与带动作用。而且,在城镇化发展过程中,城镇与农村之间通过劳动力、资金、技术和信息等生产要素的不断流动,从而实现资源的优化配置,最终实现城乡一体化。但我国在城镇化过程中,城乡差距不断扩大,城乡二元结构凸显,加深了城乡之间的矛盾,严重制约了中国社会经济的可持续发展。因此,如何加快城镇化建设,解决城乡之间的矛盾,促进城乡统筹协调发展,已成为当前各政府经济建设战略思考的重大课题。合肥作为安徽省省会,是皖江城市带发展战略的重要区域之一,对安徽社会经济的发展具有重要作用。近几年来,随着城镇化进程的不断加快,其城镇化水平和城镇化速度均领先安徽省平均水平,正处于城镇化加速发展阶段。但是在城镇化发展中合肥市的问题也十分突出,城乡差距不断拉大,城乡发展逐渐失衡。在此背景下本文从城乡统筹的角度出发,对合肥市的城镇化发展进行了探索研究,并提出加快其城镇化进程、实现城乡统筹协调发展的对策建议。本文在深入研究国内外城乡统筹和城镇化理论的基础上,分析了城乡统筹的城镇化的内涵、特征以及它与传统城镇化的区别。并在城乡统筹的背景下对合肥市城镇化进行研究,首先对合肥市城乡统筹和城镇化发展现状进行了分析,表明合肥市城乡差距较大,城乡经济、社会和生态环境建设都存在明显的二元结构。然后利用单一指标法和复合指标法分别对合肥市城镇化质量水平进行测评,得出合肥市城镇化质量水平不断提高,但其城镇化发展的各个领域存在着较大的差距。接着以城镇化质量评价为基础,构建了合肥市城乡统筹的城镇化框架体系,包括城镇化发展定位和目标、城镇体系结构、生产力布局、基本公共服务均等化、生态环境建设一体化等几个方面。最后,提出合肥市城乡统筹的城镇化发展的动力机制：制度创新是外部动力、农业产业化是初始动力、新型工业化是核心动力、城乡统筹规划是基础动力、第三产业发展是后续动力。并针对所构建的城乡统筹的城镇化框架体系提出了相关政策建议,构建有序的城镇体系结构,统筹城乡发展；立足产业与资源优势,优化城乡生产力布局；加强基础设施建设,促进城乡社会经济协调发展；营造良好的生态环境,提升环境质量水平。
[Abstract]:Urbanization plays an important role in the economic and social development of a region, especially as the engine and growth pole of regional economic development. Moreover, in the process of urbanization, the labor force, capital, technology, information and other factors of production are constantly flowing between towns and villages, so as to realize the optimal allocation of resources and finally realize the integration of urban and rural areas. However, in the process of urbanization, the gap between urban and rural areas is widening, the dual structure of urban and rural areas is prominent, the contradiction between urban and rural areas has been deepened, and the sustainable development of China's social economy has been seriously restricted. Therefore, how to speed up the construction of urbanization, solve the contradiction between urban and rural areas, promote the coordinated development of urban and rural areas, has become a major topic of strategic thinking of the current economic construction of various governments. As the provincial capital of Anhui Province, Hefei is one of the most important regions in the development strategy of Anhui River urban belt, which plays an important role in the development of Anhui society and economy. In recent years, with the acceleration of urbanization, the urbanization level and the speed of urbanization are both ahead of the average level of Anhui Province, and are in the accelerating stage of urbanization. However, the problems of Hefei are also prominent in the development of urbanization. The gap between urban and rural areas is widening, and the development of urban and rural areas is gradually out of balance. Under this background, this paper explores and studies the urbanization development of Hefei from the perspective of urban and rural planning, and puts forward some countermeasures and suggestions for accelerating the urbanization process and realizing the coordinated development of urban and rural areas. On the basis of deeply studying the theories of urban-rural planning and urbanization at home and abroad, this paper analyzes the connotation, characteristics and differences between urban-rural planning and traditional urbanization. Under the background of urban and rural planning, this paper studies the urbanization of Hefei. Firstly, it analyzes the present situation of urban and rural planning and urbanization development in Hefei. It shows that the gap between urban and rural areas in Hefei is large, and the urban-rural economy is large. The construction of society and ecological environment has obvious dual structure. Then the single index method and the compound index method are used to evaluate the urbanization quality level of Hefei City, and it is concluded that the urbanization quality level of Hefei City is constantly improving, but there is a big gap in each field of urbanization development. Then, based on the quality evaluation of urbanization, the paper constructs a framework system of urbanization in Hefei, which includes the orientation and goal of urbanization, the structure of urban system, the distribution of productivity and the equalization of basic public services. Ecological environment construction integration and so on several aspects. Finally, the paper puts forward the motive mechanism of urban and rural urbanization in Hefei: institutional innovation is the external power, agricultural industrialization is the initial power, new industrialization is the core power, urban and rural overall planning is the basic power. The development of tertiary industry is the follow-on motive force. And put forward the relevant policy suggestions for the urban-rural overall urbanization framework system, build an orderly urban and rural system structure, coordinate urban and rural development, based on the advantages of industry and resources, optimize the distribution of urban and rural productive forces; Strengthen infrastructure construction, promote the coordinated development of urban and rural social economy, create a good ecological environment, and improve the level of environmental quality.
