浙江永嘉小城镇建设问题研究

【摘要】：小城镇建设问题是当代中国社会经济发展重大的综合性课题。城镇化是农村发展的必然趋势，涉及到国民经济持续发展、转型升级，社会的和谐发展；是我国实现人民生活富裕和达到现代化社会发展的根本出路；也是衡量一个地区发展状况的重要指标。当前，小城镇建设问题在经济发达地区日益突显，我国正处在城镇化发展由数量向质量转变的关键时期，小城镇建设既面临着难得的发展机遇,也面临着严峻的发展挑战,必须客观认识实际,深刻总结经验,准确把握条件与机遇,科学分析城镇化发展方式、趋势,在我国经济较发达地区探索出一条符合小城镇建设的道路,适合现阶段小城镇建设健康发展并制订出一套适合发展要求的政策和指导意见。 改革开放以来,我国小城镇建设遍地开发、成效显著,村村、村镇不断融合，城镇数量大幅增加,城镇化水平大幅提高,城乡一体化取到一定成绩，城镇化管理水平显著提升等。但也存在诸多问题:如小城镇化发展参差不齐，滞后于工业化,结构不合理;小城镇配套基础设施不全,小城镇建设体系有待完善;小城镇建设中空间分布格局不合理,人口集聚度不高;城镇建设模式粗放,可持续性差;人口集聚吸引力不足，城乡二元结构矛盾依然没有根本性突出,城乡矛盾协调困难等诸多问题。这些问题影响城镇的可持续发展和社会转型中的稳定。改革开放以来永嘉的小城镇建设也硕果累累，但和先进地区的小城镇发展还有不小差距，通过借鉴国内外小城镇发展的先进经验和失败教训，结合永嘉小城镇建设自身的发展条件，分析发展中存在的问题，探讨永嘉小城镇建设发展思路。这些问题的产生原由和背景是:区域发展的不平衡和小城镇化的发展的失衡;规划体制不完善,村镇难以融合等问题;社会保障体系和公共服务不够完善;土地流转制度不完善、农村劳动力转移困难,资源与环境成本压力加大;城镇财政收入陷入困境;基层政府管理考核缺陷突出等问题。 本文以查阅资料、实地调研、调查问卷掌握情况，通过对比分析、数据判断等手段研究在中央城乡统筹背景下的永嘉县小城镇建设现状,了解当前沿海经济较发达地区小城镇建设问题、发展的特点;对新形势下的小城镇建设环境进行剖析，分析小城镇建设的有利条件和制约因素。在小城镇建设问题上结合实际情况，提出在解决措施对策上强调政府作用,发挥民间作用；为城乡统筹发展主导下的小城镇建设创造良好的发展环境,从政策层面和实施层面为小城镇建设服务;政府管理者应深入调研、直面小城镇建设问题,制定政策措施发展小城镇建设，调动民间力量积极参与小城镇建设；加强决策层面的研究,完善现行的管理理论与方法用于小城镇建设。
[Abstract]:The construction of small towns is an important and comprehensive subject for the development of social economy in contemporary China. Urbanization is the inevitable trend of rural development, which involves the sustained development of national economy, the transformation and upgrading, the harmonious development of society, and the fundamental way out for our country to realize the prosperity of people's life and the development of modern society. It is also an important indicator to measure the development of a region. At present, the problem of small town construction is increasingly prominent in the economically developed areas. Our country is in the crucial period of urbanization development from quantity to quality. The small town construction is faced with both rare development opportunities and severe development challenges. We must objectively understand reality, sum up experience deeply, grasp the conditions and opportunities accurately, scientifically analyze the development mode and trend of urbanization, and explore a road that accords with the construction of small towns in the economically developed areas of our country. It is suitable for the construction and healthy development of small towns at the present stage and makes a set of policies and guidance suitable for the development requirements. Since the reform and opening up, the construction of small towns in China has been developed everywhere, with remarkable results. Villages, villages and towns have been continuously integrated, the number of towns has increased substantially, the level of urbanization has been greatly improved, and the integration of urban and rural areas has achieved certain results. The level of urbanization management has improved significantly. However, there are also many problems, such as uneven development of small urbanization, lagging behind industrialization, unreasonable structure, incomplete supporting infrastructure of small towns, and the construction system of small towns needs to be improved. In the construction of small towns, the spatial distribution pattern is unreasonable, the population concentration is not high, the pattern of urban construction is extensive and the sustainability is poor. Population agglomeration is not attractive, the contradiction of urban and rural dual structure is still not fundamentally prominent, and the coordination of urban and rural contradictions is difficult, and so on. These problems affect the sustainable development of cities and towns and the stability of social transformation. Since the reform and opening up, the construction of small towns in Yongjia has also been fruitful, but there is still a large gap between the development of small towns in advanced areas and the development of small towns at home and abroad. By learning from the advanced experiences and failures of the development of small towns at home and abroad, Based on the development conditions of Yongjia small town construction, the problems existing in the development are analyzed, and the development ideas of Yongjia small town construction are discussed. The origin and background of these problems are: unbalanced regional development and unbalanced development of small urbanization; imperfect planning system and difficult integration of villages and towns; inadequate social security system and public services; The system of land circulation is not perfect, the transfer of rural labor force is difficult, the pressure of resource and environment cost is increasing, the financial revenue of cities and towns is in difficulty, and the defects of management examination of grass-roots government are outstanding. This paper studies the status quo of Yongjia County's small town construction under the background of central urban and rural planning by means of consulting materials, field investigation, questionnaire, comparative analysis, data judgment and so on. To understand the problems and characteristics of the development of small towns in the more developed coastal areas; This paper analyzes the construction environment of small towns under the new situation, and analyzes the favorable conditions and restrictive factors for the construction of small towns. Combining with the actual situation in the construction of small towns, this paper puts forward the measures to solve the problems, emphasizing the role of the government and bringing into play the role of the folk; To create a good development environment for the construction of small towns led by the overall development of urban and rural areas, and to serve the construction of small towns from the policy and implementation levels; Government managers should investigate deeply, face up to the problem of small town construction, formulate policies and measures to develop small town construction, and mobilize non-governmental forces to actively participate in small town construction. Strengthen the research of decision-making and perfect the current management theory and method for small town construction.
